Purpose and Function

The Streets Design Civil Engineer I – Asset Management is responsible for the assessment, rehabilitation, piloting, promotion and design of City of Vancouver Street assets. The position assists in supporting Greenest City initiatives such as Transportation 2040 Plan, Zero Waste 2040 Plan and Green Infrastructure Implementation Plan using permeable pavements and sidewalks, Green Roads and the use of recycled material content in the design and rehabilitation of Street assets.

The position is responsible for the asset management (including inspection and long-range planning) of pavements and sidewalks in the City and for assisting the Senior Pavement Engineer for the piloting, promotion, training and quality assurance of permeable pavements and sidewalks.

The Civil Engineer I reports to the Senior Pavement Engineer in Streets Asset Management and works closely with the Asset Management team in Streets Design as well as with other Streets Design technical staff and staff from other Asset Management Engineering Branches. One of the biggest partners for this position is the technical staff within Street Operations. This position will also Interact with the public, outside agencies and other employees when needed.

Specific Duties and Responsibilities
  • Leads the City’s Sidewalk condition assessment program.
  • Carries out strategic plan and continuous improvement of green initiatives related to building and maintaining the City’s Street Infrastructure.
  • Assists in the development and implementation of asset management strategies that prolong the service life and reliability of Streets infrastructure assets, while minimizing life-cycle costs.
  • Supports efforts to improve efficiency and effectiveness of programs and services, which include asset optimization, quality and process improvements.
  • Assists in evaluating pavement and sidewalk condition and help in preparing field inspection report at project level.
  • Researches, documents and develops standards, protocols and procedures for Green Roads condition assessment.
  • Reviews, updates and maintains asset records in ArcGIS and the City’s asset management system, Hansen.
  • Performs QC inspections and work closely with Operations and Material Testing staff to ensure City’s Construction Standards are followed. Support the Senior Pavement Engineer in accepting Streets asset delivered by internal and external contractors.
  • Contributes to the development and sustainment of Streets Design reporting initiatives including benchmarking (NTBI, Stats Can) and metrics (Corporate, Branch and Program level).
  • Collaborates with industry leaders and develops industry best practices.
  • Assists the Senior Pavement Engineer in executing pilot projects.
  • Assists in developing training programs related to asset management
  • Contributes to the development of Pavements and Sidewalks Asset Management Strategy.
  • Responds to inquiries from internal and external stakeholders, and the public regarding Streets assets and management practices.
  • Other duties/responsibilities as assigned.
