Job SummaryThis position conducts risk surveillance and analysis activities on BC credit unions and recommends pricing and premium rates to maintain the deposit insurance fund.
Accountabilities- Analyzes the BC credit union system and institution risks, contributing to the identification and ongoing monitoring of relevant risk indicators.
- Analyzes large volumes of financial data to assess risk exposure across credit unions.
- Conducts jurisdictional research on different premium models and deposit insurance frameworks.
- Conducts analyses and recommends pricing and premiums to be paid by the BC credit unions to the deposit insurance fund.
- Interprets legislation, regulation, policies, procedures, and relevant information to make recommendations that support BCFSA's objectives.
- Develops risk management and reporting standards.
- Participates in contingency planning relating to deposit insurance payouts.
- Builds and oversees Power BI dashboards and data models to support risk assessment and pricing decisions.
- Collaborates with stakeholders to ensure data infrastructure aligns with business needs for data generation in Azure environments.
- Develops data rules and instructions for ingestion, transformation, and validation.
- Produces detailed analytical reports with actionable insights for internal and external stakeholders.
- Develops briefing notes, correspondence, and information material for internal and external audiences.
- Corresponds with credit unions to support data submissions and clarify requirements.
- Participates in consultations with stakeholders to define data handling protocols and exception management processes.
- Actively participates in research studies, special projects and presentations, and stakeholder engagements.
- Responds to public inquiries related to deposit insurance and risk assessment.
- Contributes to the development and dissemination of advertising and educational materials.
- Contributes to the team's development of internal work practices (e.g., policies, procedures, and tools).
- Provides orientation and training to internal and/or external stakeholders within area of responsibility.
- Contributes to, participates in, and supports organizational business transformation initiatives.
- Proficient in Power BI dashboarding, DAX, and data modeling.
- Proficient in SQL with strong query writing and data manipulation skills.
- Proficient in advanced Excel functions, Power Query, and data analysis.
- Knowledge of Azure Data Services, Python, and R, is an asset.
- Deep understanding of financial analysis techniques and business operational procedures.
- Ability to write and enforce data rules, validation logic, and metadata protection.
- Ability to write clear and concise documentation, reports, and briefing notes.
- Experience with interpreting and applying the Financial Institutions Act/Regulations and the Credit Union Incorporation Act/Regulations.
- Knowledge of the credit union business model and risk-based pricing models.
- Knowledge of the methods and procedures involved in the development and management of deposit protection programs.
- Knowledge of risk management principles and methods.
- Ability to influence stakeholders to comply with legislation regulations and policies.
- Superior oral and written communication skills.
- Strong critical thinking and problem-solving skills.
- Ability to manage multiple priorities under tight timelines.
- Collaborative mindset with a focus on continuous improvement.
- Degree in business, finance, accounting, or economics and several years of related experience, or an equivalent combination of education and experience.
