Trans Link is recruiting a forward‑thinking financial leader who will play a critical role in driving financial excellence across the organization. The Vice President, Financial Services, will guide enterprise financial strategy, provide senior leadership to diverse functional teams, and ensure strong financial stewardship that supports Trans Link’s operational and capital priorities. This role contributes significantly to organization‑wide planning, performance, and long‑term financial sustainability.

RESPONSIBILITIES

Primary Purpose

Provides senior leadership in the delivery of integrated financial services, supporting Trans Link Enterprise and its subsidiaries across a broad range of areas, including financial planning and analysis, capital planning and asset management, government funding, treasury, debt and investment management, enterprise risk management, Compass fare revenue operations, accounting and reporting, and all related controls and compliance. Provides strategic advice to Trans Link executives on financial matters and leads the development and transformation of financial processes across the Enterprise.

Works as a strategic business partner to other Trans Link leaders in developing strategies and financial plans to support data-driven decision making and value for money analysis across the organization.

Key Accountabilities

  • As a member of the 3T Committees (Trans Link Today, Tomorrow and Together), engages in the development of strategies and plans in support of corporate goals, and provides advice and expertise related to all areas of accountability.
  • Collaborates with the CFO in translating the organization’s strategic direction into divisional strategies for Financial Services. In line with those strategies, leads the Financial Services Directors team in setting short and long-term strategic plans and objectives for the delivery of integrated financial services. Approves and monitors targets & measures for the achievement of goals in all reporting areas.
  • Provides strategic leadership to financial services organization, through a group of Directors, in the following areas:
    Corporate Finance, ensuring an integrated, enterprise-wide approach to all areas of accounting, taxation, financial systems, and revenue programs.
  • Financial Planning & Analysis, ensuring an integrated, enterprise-wide approach to all areas of strategic financial planning and analysis Capital Planning and reporting, including management of capital assets, government funding, and all related financial modelling, cash flow analysis, and reporting.
  • Treasury, ensuring an integrated, enterprise- wide approach and development of investor relationships, raising capital project funds, investing in the market, and maximizing financial returns.
  • Enterprise Risk Management, ensuring an integrated, enterprise-wide approach to identifying and facilitating prioritization of the organization’s most critical risks through the Executive and Trans Link Board, developing risk mitigation plans, and monitoring progress.
  • Long Term Financial planning, supporting Trans Link’s Investment Planning process with strategic analysis and modelling to ensure a long term sustainable financial model.
  • Revenue and Compass Operations, including major contract oversight, relationship and reporting; operation solutions, and all card programs, services and related financial accountability and reporting.
  • Provides financial expertise and advice to the Finance & Audit Committee of the Board and joint Board/Mayor’s Council committees, particularly as it pertains to capital planning, financial planning, funding, performance reporting, and risk management.
