Overview

Policy Analyst role at City of Vancouver. The City seeks a professional to lead water demand management policies and programs, and to provide leadership to staff in the conservation and water use reduction initiatives.

Responsibilities
  • Lead demand-side management research, investigate innovative conservation technologies, and develop policies that drive measurable reductions in water demand.
  • Prepare business cases and project future demand using performance metrics, cost-benefit analyses, and return-on-investment projections to support strategic decision-making.
  • Analyze historical and statistical data to inform the development and refinement of water conservation policies and programs.
  • Draft by-laws and policy recommendations to advance City-wide and corporate water conservation objectives.
  • Develop and implement water conservation pilot projects, review metric analysis for accuracy, and contribute expertise to multi-departmental collaboration initiatives.
  • Supervise the High Consumption team, providing leadership and corporate direction on leak cases to ensure efficient resolution and alignment with conservation targets.
  • Prepare technical reports and presentations for Senior Management and/or Council audiences to inform and influence policy and investment decisions.
  • Build and maintain partnerships with internal and external stakeholders to advance shared conservation goals.
  • Perform other related duties as assigned to support departmental and corporate priorities.
Minimum Qualification Requirements

Education and Experience:

Completion of a degree in Environmental Studies, Urban Planning, Environmental Engineering, Engineering or related discipline, preferably at the post-graduate level. Considerable related experience in a local government setting supporting policy and planning, with a focus on water demand management or similar utility management, or an equivalent combination of training and experience.

Knowledge,

Skills And Abilities
  • Considerable knowledge of research methodologies, including best management practice reviews and analyses, used to develop municipal policies and regulations.
  • Knowledge and/or practical experience with basic plumbing concepts, water meter technologies, and databases to support program inquiries and inform policy updates.
  • Good knowledge of existing regional water conservation policies, principles, and regulations, with the ability to implement corporate policy to conserve potable water in a growing municipality.
  • Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word) and considerable experience with SAP and Hansen (or similar asset management platforms).
  • Ability with data manipulation, analysis of complex data sets, and development of metrics that reveal emerging trends and innovative processes to support policy updates.
  • Ability to research, develop, implement, and analyze policies and regulations; evaluate the social, environmental, and financial implications of proposals; and identify issues and recommend solutions aligned with corporate goals and strategies.
  • Ability to analyze performance metrics, make complex or difficult decisions, and provide clear, actionable direction to guide program or policy outcomes.
  • Ability to establish and maintain effective working relationships with community groups, stakeholders, the public, government officials, Council, and internal/external contacts at all levels.
  • Ability to collaborate across departments and mentor others to promote employee growth.
  • Ability to mentor junior staff and clearly communicate work plan directives to support program success.
Work Environment and Conditions

Flexible Work Program:
The City supports a hybrid work week where feasible. This position is eligible to participate in the Flexible Work Program where operationally appropriate.
