Main Purpose and Function

The Senior Manager, Intergovernmental Relations is an internal advisor, facilitator and strategist, playing a critically important leadership role within the organisation as an intergovernmental relations planning and strategy subject matter expert. This position is a member of a small, agile team that provides sophisticated strategic, intergovernmental advice to City senior management and staff as well as Mayor and Council, on a broad range of projects, initiatives and emerging/urgent issues.

Specific Duties/Responsibilities

  • Using sophisticated analysis of current events, policy documents, relationships, and other sources and techniques, the Senior Manager:
    Develops, stewards and implements a City-wide Intergovernmental Strategy and prepare advice for the City Manager, Deputy City Managers, City Leadership Team and Mayor and Council. Develops, stewards, liaises and leverages relationships with key government partners and organizations. Guides the City’s participation in intergovernmental meetings, agreements, correspondence, issues management and policy development and represent the City in complex negotiations with government partners.

    Prepares elected officials and City leadership to participate at intergovernmental fora (ex. UBCM, FCM) and regional meetings (ex. MVRD).
  • Provides a portfolio of concurrent services to departments related to intergovernmental relations,. playing leadership and/or support roles that could include:
    Provides expert advice on intergovernmental relations issues. Integrates City subject matter experts with counterparts in other levels of government. Leads the development of department- and project-specific intergovernmental strategies. Prepares correspondence, applications and briefing materials. Guides departments in the evaluation of intergovernmental proposals and/or negotiation of terms of agreements.
  • Other duties/responsibilities as assigned. The specific duties of this role are dynamic, and change over time needs of the organisation.
  • Minimum Qualification Requirements

    Education and Experience:

  • A post-graduate degree in Public Administration, Public Policy or related discipline, or an equivalent combination of training, education and lived experience.
  • Extensive experience working in the public sector, corporate or institutional environment at an intermediate or senior level, with increasing responsibility for complex strategy, major projects and/or intergovernmental planning-related work.
  • Significant experience with policy development, Cabinet/legislative processes, government program design, and/or senior government financial/budget processes and cycles.
  • Significant experience working directly with senior management, boards of directors or other governance bodies.
  • Knowledge, Skills and Abilities:

  • Thorough knowledge of government systems and public policy processes.
  • Leadership skills, balancing independence, initiative and decisiveness with good judgement and a collaborative, strategic approach.
  • Strong research, analytical and problem-solving skills that can be applied to complex, multi-faceted issues, with the ability to think systematically, objectively and innovatively, and to present solutions in clear and compelling terms.
  • Strong relationship building and facilitation skills, with the ability to bring together people with a diverse set of interests, styles and areas of expertise, and align them toward a unified goal.
  • An aptitude for and interest in learning about a wide variety of topics.
  • Excellent organisational skills, with the ability to concurrently manage multiple tasks and competing priorities on short timelines.
  • Superior written communication, verbal communication and presentation skills, as well as a high level of competency in office productivity tools and technology.
