Leader, Regulatory Strategy and Climate Action
Overview
The Opportunity The Leader Regulatory Strategy and Climate Action is responsible for the strategic and day-to-day leadership of our regulatory work with the Province, as well as the organization’s climate action strategy, and delivering on those priorities. Working with the Ministry of Housing and Municipal Affairs and the Ministry of Transportation and Transit, as well as stakeholders in the safety system, this role includes the prioritization, analysis and proposal of regulatory changes, and climate action initiatives that promote safe technical systems for the technologies we regulate.
The role requires a strong understanding of government and social policy frameworks and impacts, as well as familiarity with the BC regulatory environment, and a strong understanding of climate change and managing associated safety risks.

- Regulatory Affairs
:
Confirmation and delivery of regulatory and non-regulatory initiatives with each Ministry. Guiding the regulatory development process, including creation and submission of Requests for Amendment and the drafting of regulatory changes with the Province. Representing TSBC strategy and obligations when working with the Province and other stakeholders on initiatives and priorities. - Research and Analysis
:
Providing strategic analysis of political, policy and climate impacts and helping the organization respond to emerging and ongoing issues, and providing advice to ensure Technical Safety BC’s mandate is met. - Regulatory Initiatives
:
Leading the organization to prioritize and obtain agreement on regulatory initiatives including scope, timing, and resource impacts. Supporting the organization in the rollout of regulatory changes by sharing and helping to manage the policy change impacts. - Stakeholder and Government Relations
:
Provides leadership on consultation processes with governments, stakeholders and clients, and provides advice on strategies to address provincial and stakeholder interests. Investigates legislative or regulatory concerns raised by stakeholders and proposes options to address issues. - Climate Action
:
Advances climate action goals by improving climate safety risk tracking and analysis, and supporting the adoption of low-carbon technology (e.g., heat pumps, EV chargers). - Leadership
:
Models leadership behaviours that support the engagement of employees, and drives culture and change management initiatives. Manages, develops and coaches Regulatory Strategy and Climate Action teams. Works collaboratively with other policy leaders and directors to establish a cohesive departmental culture. Oversees direct reports, including hiring, coaching, development, performance management, and discipline, following all policies, procedures, and collective agreements. Interprets and applies the collective agreement and represents the employer in confidential labour relations matters.
Skills & Experience
- Graduate degree in political science, public administration, public policy, law, or equivalent (Masters is preferred).
- 5 to 10 years’ professional experience, including significant experience working with regulatory change, preferably in BC.
- Preference for those with experience in either technical safety or climate.
- Demonstrated ability to work with technical experts and translate technical material into effective and understandable public and policy documents.
- Proven ability to lead teams with different perspectives with 5+ years of experience in people leadership.
- Ability to analyze, research, evaluate and interpret policy issues in an efficient manner.
- Ability to assess the provincial political landscape and remain current on stakeholder interests.
- Demonstrated ability to work with teams to develop creative solutions to meet organizational needs.
