Our public sector client is seeking a Cybersecurity Technical Lead (7+ years of experience) to lead cybersecurity delivery using Dev Sec Ops , Identity Management, Security Architecture, and Third-Party Risk Management- 205037

Join a high-impact cybersecurity initiative supporting secure and scalable enterprise services within a public sector environment. This hands-on leadership role provides technical direction across Dev Sec Ops , Identity Security, Security Architecture, GRC, and Third-Party Risk Management functions while supporting enterprise cybersecurity strategy and operational execution. The position works closely with business and technology stakeholders to guide secure solution delivery, risk management, and cybersecurity decision-making.

The engagement also supports the secure adoption of AI and emerging technologies through security architecture and risk assessment activities.

1 year contract to start, 3 days/week onsite in Richmond.

Must Haves

• 7+ years in cybersecurity, security engineering, identity and access management, Dev Sec Ops , or security architecture
• Demonstrated experience leading multidisciplinary cybersecurity teams and influencing technical decisions across engineering, architecture, risk, compliance, and business stakeholder groups.
• CISSP, CISM, CCSP, or Microsoft Security certifications
• Cloud security, application security, identity security, security architecture, and risk management
• CIAM, IGA, Conditional Access, PAM, GRC, Third-Party Risk Management, and AI Security
• Degree in Information Technology, Computer Science, Engineering, Cybersecurity, or related discipline

Nice to Have

• Experience supporting secure adoption of generative AI and agentic AI technologies
• Experience with CI/CD security integration and security testing automation

Responsibilities

• Lead operational delivery and technical execution across Dev Sec Ops , Identity Management, Security Architecture, Third-Party Risk, and GRC functions
• Provide technical coaching, mentorship, and day-to-day work direction to cybersecurity team members
• Review and approve technical designs, architecture decisions, security standards, and implementation approaches
• Lead identity security strategy, implementation, and operational management across CIAM, IGA, PAM, authentication, authorization, and Conditional Access capabilities
• Conduct cybersecurity risk assessments for projects, technologies, cloud services, vendors, and operational initiatives
• Support GRC functions through security standards development, control framework maintenance, risk register management, and governance reporting
• Lead secure adoption initiatives for AI, generative AI, agentic AI, and emerging technologies through security architecture and risk assessments
