Main Purpose and Function
The Manager of Facilities Sustainment is an integral part of REFM’s Senior Leadership Team (SLT), providing overall planning, technical leadership, and strategic risk management for the City’s existing facility assets. The position oversees the development, implementation and sustainment of the asset management strategies and lifecycle requirements for the City’s civic use and Property Endowment Funding building asset portfolio comprised of roughly 650 existing buildings valued at over $9B.
Specific Duties and Responsibilities
Strategic Asset Management
- Develops capital replacement and preventative maintenance strategies for REFM’s portfolio of facilities.
- Leads the development and sustainment of a Facilities Asset Management Policy and Framework, drawing from the principles and guidelines within ISO 55000 and ISO 41000 to guide the City’s overall planned maintenance and systems replacement programs.
- Works with service delivery department leaders and City leadership to understand the City’s risk and service disruption tolerances with respect to facilities and building systems.
- Leads the strategic review of roles, processes, data, and data systems within the asset management team and develops a strategic plan of asset management improvement initiatives.
- Leads a team of professional engineers providing technical and design leadership and support on new development projects, major maintenance projects, safe work procedures, quality management, cost estimating, and various asset lifecycle management best practices.
Maintenance and Replacement Planning
- Oversees the establishment and sustainment of compliant maintenance and replacement strategies and plans for all assets within various building archetypes, including high risk assets such as life safety systems, ice rink refrigeration systems, pressure vessels, conveyance systems, high voltage equipment, etc.
- Works with the portfolio and property management teams in Facilities Management & Operational Excellence to develop the annual maintenance budget for facilities assets. Responsible for advocating for additional funds, if necessary, and making risk-based decisions to reduce the preventative maintenance program in times of budget constraints.
- Manages the long-term capital maintenance planning budget strategy and prioritization of systems replacement as well as the ten year capital outlook, four year capital plan and annual capital budget (approximately $20M).
- Works with Financial Planning & Analysis (FP&A) to modify IT systems and budgeting practices to allow for determination of the total cost of facilities asset ownership at a portfolio level and an asset level. Ensures that short- and long-term planning decisions adhere to risk tolerances, regulatory requirements, and operational requirements. Oversees the investigation into root cause analysis of asset failures and identifies opportunities to improve life cycle asset management.
Asset Condition Awareness and Information Management:
- Oversees the development and sustainment of a comprehensive asset condition awareness strategy for the City’s portfolio of building systems.
- Oversees the ongoing Building Condition Assessment program which undertakes condition assessments on all facilities on a five year cycle.
