PLEASE NOTE

Clark Regional Wastewater District is recruiting for one full‑time position (1.0 FTE), which may be filled at either the Development Review Engineer or Development Program Manager, depending on the selected candidate’s qualifications and experience.

JOB SUMMARY

The Development Review Engineer (Engineer) works collaboratively with staff, development stakeholders and agency partners to ensure that District wastewater infrastructure is designed and constructed in a responsible manner, for the long‑term benefit of the community and customers. The Engineer manages the development group and is responsible for leadership of assigned staff and the overall administration of development projects under the general supervision of the Development Program Manager.

The position requires a high degree of initiative, technical proficiency, strong communication skills, and the ability to build and maintain professional working relationships with a variety of stakeholders. The Engineer is responsible for planning projects to meet the future conveyance system needs of the District and facilitating the delivery of development projects in a timely, customer‑focused manner, and in accordance with applicable laws, regulations and standards.

FEATURES

This is a single, exempt professional classification and not part of a series. The Engineer develops, evaluates, and provides daily supervision to assigned personnel. The Engineer exercises independent judgment in the performance of professional‑level engineering work that is frequently new, with varied work situations having moderate to high degrees of complexity. The position operates under general parameters established by management, following administrative and engineering standards and guidelines.

However, it may also perform more complex and specialized technical work, determining its own practices and procedures, and contributing to the development of new policies, procedures, and guidelines. The position requires a high level of initiative to meet the dynamic nature of the work and strong communication skills to foster positive interactions with multiple stakeholders within and external to the District.

The Engineer recommends updates to the District’s General Sewer Plan. Requires a thorough understanding of engineering and construction of wastewater collection and pumping systems. Responsible for the enforcement of regulations and standards while working cooperatively with developers, engineers, contractors, other agencies, and the public. The position requires working independently with minimal supervision, operating within general parameters established by management.

TYPICAL DUTIES & RESPONSIBILITIES

The District reserves the right to add, modify, or remove duties as appropriate to meet business needs.

Development Review – Typical tasks:
Monitor, track, and report on projects and workload; maintain and improve tracking, forecasting, and reporting systems; manage key performance indicators. Review development plans and specifications for the construction of sanitary sewers, including pumping stations and STEP systems, for compliance with District standards, code, and the Comprehensive General Sewer Plan. Prepare and present reports with respect to proposed developments. Review designs and coordinate sewer improvement projects under the oversight and direction of the Collection Infrastructure Director.

Prepare summaries of design deficiencies and recommend proper corrective action. Collect and maintain base data for engineering studies. Oversee the tenant improvement and change of use tracking fee calculations and approval processes. Directly coordinate and amicably resolve issues with developers, local agencies, and engineers. Recommend updates to systems, programs, processes, and procedures for the efficient application, review, and processing of development‑related projects.
