Oasys is recruiting a Program Manager / Enterprise Architecture Lead to support delivery of the Federal Communications Commission (FCC) Enterprise Engineering & Architecture Services BPA. This critical leader will serve as Oasys International's primary management interface to the FCC COR, CIO organization, and designated stakeholders while providing credible Federal Enterprise Architecture Framework (FEAF) leadership across the program.

The Program Manager will own end-to-end BPA and task-order performance and direct integrated delivery across enterprise architecture, systems engineering, cloud modernization, Dev Sec Ops , data and business intelligence, cybersecurity/information assurance, portfolio management, and enterprise governance. The PM will connect FCC business priorities to disciplined program execution and help drive a credible As-Is baseline, gap analysis, and actionable To-Be modernization roadmap.

We are looking for an accomplished Federal IT program leader who combines executive presence and disciplined program management with hands-on enterprise architecture credibility. The strongest candidate can brief senior Government executives, lead multidisciplinary Oasys and subcontractor teams, challenge technical assumptions, govern architecture decisions, and convert architecture artifacts into measurable modernization outcomes.

• Act as Oasys International's principal program interface to the FCC COR, CIO/DCIO organization, business stakeholders, technical leadership, and other Government executives for program, contractual, architecture, and technical coordination.
• Own overall BPA and task-order execution, including program leadership, administration, delivery integration, staffing, subcontractor coordination, quality, schedule, risk, deliverables, performance metrics, and accountability for results.
• Build and maintain the program management framework, operating procedures, governance cadence, quality controls, performance standards, decision records, and corrective-action processes used across the program.
• Lead cross-functional delivery spanning EA and strategy; cloud and systems engineering;
  Dev Sec Ops ; data and BI; cyber/IA; architecture execution; enterprise processes; portfolio/assets; and program management.
• Guide enhancement and management of FCC's EA program, repository, models, standards, artifacts, and governance while aligning business priorities, IT investments, and modernization decisions.
• Lead development and maintenance of As-Is and To-Be architectures, gap analyses, prioritized recommendations, and implementation roadmaps across business, data/information, application, technology/infrastructure, solution, and performance domains.
