Operations Manager
The Orange County Utilities Solid Waste Management Division is seeking a highly qualified individual to serve in a leadership role filling the position of Project Manager
. This position is responsible for planning, developing, and executing multiple projects for the Division including the development of a county-wide materials management plan/solid waste facility masterplan and other program and facility projects. This is professional work performed with considerable independence and initiative.
- Lead the development of a countywide Materials Management & Solid Waste Master Plan
- Drive innovative recycling, diversion, and waste reduction programs
- Oversee major facility development projects from concept to completion
- Manage multimillion‑dollar budgets and ensure financial accountability
- Coordinate multi‑disciplinary teams of engineers, consultants, and County staff
- Communicate with industry partners, elected officials, stakeholders, and the public
- Deliver complex technical information in a clear, engaging way
- Support a collaborative, inclusive, and solutions‑focused work culture
Graduation from an accredited college or university with a bachelor's degree in science, engineering, management, law, planning or a related field and five (5) years of demonstrably successful experience in solid waste management/recycling, planning, environmental management, project management, project implementation. In lieu of the degree requirements, additional relevant experience may be substituted on a year‑for‑year basis. Excellent verbal and written communication skills.
