The Role

Reporting to the Vice President, Operations the Civil Sewer & Watermain Director will lead and oversee all civil sewer, watermain operations within the organization. This role will be responsible for leading the company’s civil infrastructure division with a focus on sewer, watermain and related underground utility work. This is a senior leadership role suited for an experienced construction professional with a strong background in servicing underground utilities, sewer and watermain installation, excavation, roadworks, and civil infrastructure projects.

Key Responsibilities
  • Lead the civil sewer and watermain division across active and upcoming projects.
  • Oversee daily and long-term operations for sewer, storm, sanitary, watermain, roadworks, excavation, grading, and site servicing scopes.
  • Provide leadership and direction to project managers, superintendents, foremen, operators, labourers, subcontractors, and suppliers.
  • Ensure civil projects are properly planned, staffed, coordinated, and executed from startup through completion.
  • Represent the company professionally in project meetings, client discussions, issue resolution, and business development opportunities.
  • Establish clear operational expectations for project teams, field crews, and site leadership.
  • Ensure proper coordination between civil operations and other internal divisions, including excavation, shoring, forming, waterproofing, demolition, and landscaping where applicable.
  • Drive consistency across projects in planning, communication, documentation, safety, quality, productivity, and cost control.
  • Work closely with the senior leadership team to align civil operations with overall business goals.
  • Take ownership of divisional performance, project profitability, cost control.
  • Review project budgets, job costs, production rates, labour usage, equipment utilization, material costs.
  • Work with project managers to identify cost risks early and implement corrective action.
  • Support estimating and preconstruction teams with tender reviews, scope analysis, constructability feedback, production assumptions, labour/equipment planning, and risk identification.
  • Review major change orders, claims, extras, and project cost impacts where required.
Qualifications
  • 10+ years of progressive experience in civil construction, underground infrastructure, sewer, watermain, site servicing, roadworks, or municipal works.
  • 5+ years of experience in senior leadership, operations management, project director, senior project management, or division management role.
  • Proven experience overseeing large-scale civil construction projects, field teams, equipment, and multiple active sites.
  • Experience working in a growth-oriented, large scale construction company.
  • Strong experience in ICI construction within the Ontario market.
  • Strong understanding of civil construction sequencing, underground utility installation, trenching, backfill, compaction, testing, tie-ins, and municipal inspection requirements.
