Position OverviewThe Senior Law Clerk supports the Real Estate & Development Law Division in all aspects of real estate practices, procedures and protocols aligned within the Legal Services Department. Duties performed require the completion of all City land acquisitions, sales, the possession of advanced title search skills and managing all aspects of electronic registration procedures to ensure technical requirements are implemented. Duties also include monitoring, tracking and reporting of financial budget issues as it relates to real estate and development revenue, including maintaining an electronic bank account for Land Transfer funds, periodic review and update of user fee schedules.
Responsibilities- Works with Legal Counsel, support staff internal and external contacts to ensure coordination and communication among various groups and agencies. Liaises and communicates with external solicitors, developers, external agencies and staff of other government levels to complete files and functions subject to critical timelines, meets deadlines for service delivery regarding various aspects of City business.
- Acts as the City’s liaison with the Ministry of Consumer and Business Relations, Teranet Land Information Services Inc., specifically the POLARIS Branch (Province of Ontario Land Registration Improvement System), including reporting to the City all changes in legislation and/or procedures related to the Land Titles/Registry Office matters which affect the City and to provide precedent documentation as may be required. Acts as the City’s liaison with the Land Titles and Registry Office of York Region (No.
65). - Performs all senior law clerk functions including independently performing title searches and assisting with all real estate transactions involving the City. Prepares all correspondence and documents required to protect the City’s interests and successfully complete real estate transactions, including complex transactions with specified time limits. Drafting agreements and correspondence. Ensures compliance with the Planning Act, Registry Act and Land Titles Act.
- Researches, gathers data, reports and provides opinions to the Deputy City Solicitor, Planning and Real Estate in responding to requests on real estate and development matters.
- Reviews and approves the format and content of various development agreements, including Site Plan Agreements, Condominium Agreements, and various By‑laws in order to ensure that they meet City requirements and are acceptable for registration in the Land Registry Office of York Region (No.65).
