Treatment Plant Superintendent

Job Title: Treatment Plant Superintendent

Reports To: Operations Superintendent

General Definition of Work: The responsible charge of operation, maintenance and repair of assigned Washington County wastewater and water treatment plant(s) and related facilities. Daily and weekly job duties depend upon assignment area and require strict adherence to prescribed safety standards. Work is on a shift basis including weekends so as to control plant operations and maintain grounds and equipment. Employee receives supervision from the Operations Superintendent.

Essential Functions / Typical Tasks:

  • Operates treatment equipment such as screens, shredders, grit removal devices, scum and sediment basins, aeration tanks, filters, blowers, sludge thickeners, anaerobic digesters, centrifuge, belt presses, chemical addition systems, centrifugal and positive displacement pumps, disinfection and de‑chlorination systems, waste sludge and septic receiving facilities.
  • Operates valves, starts and stops pumps and motors to control and adjust process and end product flow.
  • Obtains samples and performs routine tests in the field and laboratory as required by State and Federal agencies and for proper operations of treatment plant(s).
  • Inspects bearings, valves, seals, filters, pumps and motors and other mechanical and electrical equipment; lubricates, repairs, arranges for repair and replaces as necessary.
  • Monitors gauges, meters and control panels, observes variations in operating conditions to determine processing requirements.
  • Records readings in shift Change charts on a routine basis.
  • Assures the proper treatment of potable water for human consumption in an amount adequate to meet the needs of customers.
  • Supervises and trains operators.
  • Prepares, tracks and controls budget.
  • Maintains records of maintenance and testing.
  • Meets with State Inspectors and other regulatory officials.
  • Performs, schedules, and supervises operational tasks.
  • Schedules maintenance and repair work.
  • Files required reports in a timely and orderly fashion.
  • Ensures all equipment functions properly and has a complete understanding of same.
  • Maintains supplies and materials for operational purposes.
  • Answers customer inquiries and investigates as required.
  • Maintains all facilities, equipment and grounds in a clean and orderly fashion.
  • Performs related work as required.

Knowledge, Skills and Abilities:

  • Good knowledge of principles, practices, and methods used in wastewater and water treatment operations and of the operation and servicing of treatment equipment and machinery.
  • Basic math skills and fundamental laboratory and sample collection techniques.
  • Knowledge of general maintenance procedures associated with pumps, valves, gauges and other mechanical and electrical equipment.
  • Ability to work cooperatively, courteously, and effectively with other employees and the general public.
  • Working knowledge of computers and their operation.
  • Ability to work independently with little supervision and to learn and operate new equipment/technology as needed.
  • Must be available on a shift, on‑call and/or emergency basis. Pager or cell phone contact is required.

Education and Experience:

  • High school graduate.
  • Three (3) years working experience in water and/or wastewater facility.
  • Two (2) years of supervision experience in water and/or wastewater facility.
  • Continued education and training as specified by State of Maryland Regulation 10.17.06 Governing Certification.
  • A comparable amount of training and experience may be substituted for the minimum qualifications.

Physical Requirements: Must have sensory skills (see, read, talk, hear, handle, or feel). Must communicate with employees and public via telephone and personal contact. Must use hand tools, computer, calculator, copier, fax machine. Must be able to stand, walk, move, climb, carry, bend, kneel, crawl, reach, push, pull, and lift 100 lbs. Must endure significant stand, walk, and work in various environmental conditions.

Special Requirements:

  • Valid Driver’s License with good driving record.
