Position: Public Works Operator IV (Regular)

Reporting to the Manager, Parks and Public Spaces, or Manager, Roads, Drainage and Airport, this position operates all equipment and related attachments (as defined below), as well as performs manual labour tasks in support of parks and road construction and maintenance in compliance with W.C.B. regulations and City of Vernon safety policies.

Duties Include:
  • Operates all public works equipment and vehicles (as defined below) in compliance with municipal and provincial bylaws and regulations for the purpose of road, utility, and parks construction and maintenance, and snow and ice control.
  • Performs manual tasks in support of road, utility, and parks construction and maintenance, and snow and ice control.
  • Performs daily maintenance checks on all equipment operated to ensure adequate fluid levels are maintained and equipment is properly greased.
  • Reports on prescribed forms any malfunctions and/or repair requirements and fills in pre-trip inspection forms.
  • Washes and greases equipment as required.
  • Performs other related duties as required.
  • All persons employed by the City of Vernon will be required to assist the City in providing emergency services. Duties assigned during an emergency may differ from regular duties.
  • May be required to fill in for Public Works Foreman.

Required

Education and Experience:
  • Minimum 7 years experience in the operation of road construction and maintenance equipment in a municipal environment in the performance of a variety of construction maintenance tasks.
  • Considerable experience using a grader for finished road construction in a municipal environment.
  • Considerable experience using an excavator for road construction and utility installation and repair in a municipal environment.
  • Current B.C. Driver's Licence, Class 3.
  • "Endorsement 15" Air Brake Ticket.
  • Field related equipment as assigned.
  • Computer and related software, general office equipment.
  • A combination of related education and experience may be considered.
Required

Knowledge, Skills and Abilities:
  • Thorough knowledge of all aspects of municipal road construction and maintenance.
  • Knowledge and understanding of Work Safe BC regulations concerning standard practices for road construction.
  • Working knowledge of safety procedures of underground and surface utility services.
  • Working knowledge of traffic control required in the process of underground construction in various traffic conditions.
  • Skill in the operation of heavy equipment including the grader and excavator
  • Working knowledge of the rules of safe operation and of the precautions necessary in avoiding accidents when operating heavy equipment.
  • Ability to work from blueprints and sketches and to understand grade stakes and lasers.
  • Ability to perform manual work.
  • Ability to perform thorough daily pre-trip inspections and comply with the requirements as set by the national safety code.
  • Able to operate two and three axle trucks, up to and including 26,100 kg G.V.W., equipped with sand and salt spreader, or anti-icing unit and snow plough.

Education and Experience:
  • Previous experience as a Public Works Operator III.
