Automation and Controls Technician

Responsibilities
  • Under general direction of the SCADA Coordinator. Designs, deploys, maintains and operates the Supervisory Control and Data Acquisition (SCADA) and Industrial Control systems relating to Water and Wastewater operations.
  • Installs, inspects, services, maintains, replaces and troubleshoots a variety of electrical and electronic/electro-mechanical equipment, telemetry systems, and other computerized process control equipment such as PLCs, RTUs, VFDs, Field Instrumentation and SCADA system devices used in the water and wastewater production operations of the County.
  • As a backup to the Scada Coordinator, plans and organizes the development and implementation of SCADA system software and hardware.
  • Maintains records on accomplished work, including time, materials, and equipment used via SEMS or other CMMS systems or Excel spreadsheets. Maintains parts and equipment inventories.
  • Utilizes computers and related applications to program and set up equipment and instrumentation for related operations.
  • Coordinates and performs repair and maintenance activities with other staff to minimize disruptions of water and wastewater production operations.
  • Conducts inspections of SCADA and automation control facilities, instrumentation and infrastructure to identify the need for repair, maintenance and responds to emergency situations.
  • Analyzes, using trends and alarms, and monitors water and wastewater production operations utilizing the SCADA system.
  • Interprets electrical diagrams and specifications specific to hardware installation and maintenance.
  • Using electrical P& interprets SCADA tag and screen development requirements.
  • Calibrate and troubleshoot plant and field instrumentation and Analyzers.
  • Adhere to the County set cyber security best practices and training schedule.
Education/Experience

High School Diploma/ GED supplemented by (3) three years of experience in the design, installation, maintenance, repair and troubleshooting of complex electronic process control equipment and motor control centers. Preferably on equipment and devices common to water operations, measurement and control.

An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.

A water treatment and/or wastewater treatment background is desirable but is not a requirement.

Licenses, Certifications, or Registrations
  • Valid FL Class E Driver's License
Knowledge, Abilities, and Skills
  • Knowledge of:
    • Municipal water and wastewater production and the automation controls in place in this environment.
    • Record keeping and reporting procedures.
    • Tools and testing equipment used in the installation, maintenance, calibration, and repair of electrical and mechanical equipment used in water and wastewater facilities.
    • Principals of process control, electronics, electrical equipment, programmable controllers, VFDs, instrumentation, analyzers and related devices.
    • Tools and equipment used in the maintenance and repair of communications, ethernet networks, computing, and telemetry equipment.
    • Laws, rules, codes, and regulations relating to electrical system and electronic maintenance.
    • AC and DC circuitry, 4-20ma and others instrumentation analog signals, discrete inputs and outputs, relays and relay logic.
    • Serial, ethernet, Modbus, radiotelemetry (serial and ethernet) communications and control systems protocols.
    • Various computer software applications.
    • Practices, procedures, and techniques used in the operation and maintenance of wells, pumping equipment, piping systems, and related components preferred.
    • Operation and maintenance of valve electric actuators, flow meters, level sensors, analyzers and sampling pumping equipment preferred.
    • Safe work practices and procedures.
  • Ability to:
    • Independently perform a variety of skilled and complex tasks in the repair, and service of SCADA, telemetry, network systems, instrumentation, analyzers and field devices.
