Indian River County

Performs technical and administrative work directing the activities and personnel of the Traffic Division to ensure safe and efficient transportation systems within the county. This role includes the planning, design, implementation, and operation of traffic control devices, traffic studies, development reviews and coordination with other agencies. The County Traffic Engineer supervises staff, manages budgets, and provides expert guidance on transportation-related matters.

This is a professional position, working independently under the general direction of the Public Works Director.

  • Reviews land development proposals from a traffic impact perspective and meet with developers, architects, and engineers regarding proposed development plans and the potential impact on the County’s transportation infrastructure.
  • Oversee and prepare transportation and traffic analyses and the collection and assessment of data.
  • Recommends site plan approval conditions to mitigate project impact on traffic and provide technical expertise in connection to designs and plans.
  • Supervises and reviews traffic signal design plans and modifications of traffic signals.
  • Oversee the repair and maintenance of all traffic signals, traffic signs and markings, and traffic control devices.
  • Responds or directs subordinates to respond to public inquiries and complaints, provides technical information and reports as required.
  • Prepares division budget and monitors expenditures.
  • Develops and recommends capital improvement projects related to transportation systems for the County's Capital Improvement Program.
  • Provides recommendations and draft policies in relation to updating the County Code and the County's Comprehensive Plan.
  • Monitors and coordinate area wide projects with the Metropolitan Planning Organization (MPO), Brightline and Transit agencies, Florida Department of Transportation (FDOT), Treasure Coast Regional Planning Council and other transportation agencies.
  • Develop policies related to programs such as transportation demand management (TDM), transportation systems management (TSM), and complete streets.
  • Evaluate the work of employees and foster positive relations and morale in a leadership role.
  • Participates on the Metropolitan Planning Organization (MPO), Technical Advisory Committee (TAC) and Community Traffic Safety Team.
Education/Experience

Bachelor of Science degree in Civil Engineering or related field plus five or more years of working experience. A master’s degree in civil engineering (Transportation Program) or Transportation Engineering may be substituted for one year of the required work experience.

A combination of education and experience will be considered.

Preferred Licenses, Certifications, or Registrations
  • Must possess a valid Class E Florida Driver’s License
  • Current registration as a Professional Engineer in the State of Florida is required. Registration as a Professional Engineer in another state will be considered provided the applicant can obtain Florida registration through reciprocity within six months of hire.
Knowledge, Abilities, and Skills

Knowledge of the principles, practices and methods of traffic engineering.

Knowledge of the County, state and federal ordinances, statutes and rules governing traffic engineering.

Knowledge of personnel skills to perform supervisory duties.

Ability to analyze complex traffic problems and conditions and to present clear and concise engineering recommendations.

Ability to plan and develop safe and efficient patterns of traffic flow adequate for present and projected loadings.

Ability to read and interpret technical drawings submitted by contractors and consultants.

Ability to design traffic control plans, such as sign and marking plans, detour plans and signalization plans.

Ability to maintain accurate inventory counts of Traffic Engineering division equipment.

Ability to establish and maintain effective working relations with other government jurisdictions. Ability to interact effectively yet tactfully and firmly with the general public.
