PROJECT ENGINEER - LAND DEVELOPMENT:

Performs professional work in reviewing and processing permits for site plans, subdivisions, and right of way construction projects. Responsibilities include technical design review of roadways, drainage collection systems, stormwater treatment systems, lot drainage, and flood plain protection in accordance with the County’s codes, land development regulations and policies and procedures. Performs oversight and management of inspectors, technicians, engineers and support staff for the completion of projects.

Able to track and complete multiple projects under deadlines. Must be proficient in technical writing. This is a fully trained professional position, working under the general direction of the County Engineer or designee.

    • Provides high level engineering review of land development plans and permit applications to assure that accepted standards and the IRC Code requirements are being met. Reviews can include Land Development Permits;
      Stormwater Permits and Right-of-Way Permits and Site Plan Applications.
    • Provides professional guidance and direction to developers and consultants who seek advice or guidance for the proper development of their projects.
    • Provides direction and management for staff performing engineering inspections for site plan, land development, right-of-way, etc. projects within Indian River County.
    • Reviews plans for construction within County Rights-of-Ways for compliance with County standards. Reviews and provides recommendations for Right-of-Way Permit issuance. Provides direction to inspection staff to open, track progress and close Right-of-Way permits.
    • Monitors and if necessary, inspects approved right-of-way and site plan projects and verifies that the site is constructed in accordance with County Standards and all rights-of-way are restored to proper condition.
    • Communicates well with other County Departments for the successful release of permits and for project certifications.
    • Works independently in all phases of the Engineering Department's permitting and inspection program under the general supervision of the County Engineer or designee.
    • Responds or directs subordinates to respond to public inquiries and complaints, provides technical calculations, research and reports.
    • Identifies Land Development Section needs and Land Development Code changes.

Education and Experience:

Bachelor’s degree in Civil Engineering or equivalent from an accredited college or university plus (5) five years in civil engineering related work.


Licenses, Certifications or Registrations:

  • A licensed Professional Engineer in the State of Florida or eligible for licensure through reciprocity.
  • Valid FL Driver’s License and have an acceptable driving record.
  • FDOT Inspection Certification, Construction Traffic Control Certification, and NPDES training are desired.
  • Successful candidate will be able to successfully obtain intermediate MOT/TTC and NPDES Training.


Knowledge, Abilities and Skills:

Knowledge of:

  • Principles and practices of civil engineering and land surveying.
  • Materials, methods, and techniques of general earthwork, drainage, and roadway construction. Understanding of soils, infiltration and water quality treatment techniques.
  • FDOTDesign Standards and Specifications for Road and Bridge Construction.

Ability to:

  • Read and interpret complex engineering plans, plats, profiles, stormwater calculations, and engineering cost estimates.
  • Review, prepare and submit clear and precise technical reports.
  • Ability to supervise the work of subordinate employees such as field inspection staff and permit technicians.
  • Understand engineering software programs and associated reports.
  • Effectively communicate with the general public and establish and maintain effective working relationships with contractors, developers, engineers, and other County Staff.


ENVIRONMENTAL CONDITIONS:

Work is performed outside under various types of weather conditions.

Must be able to traverse uneven surfaces typical to natural terrain, roadway and site development construction…
