Submarine Operations Training SME
Description
The Submarine Operations Subject Matter Expert (SME) provides Royal Canadian Navy (RCN) submarine operations and training expertise to the Training Systems Integration (TSI) team. In this role, you will contribute to the development, validation, and delivery of end‑to‑end submarine training solutions aligned with RCN doctrine, tactics, techniques and procedures (TTPs), as well as the Future Naval Training Strategy (FNTS) and Concept of Operations (CONOPS).
You will support the Canadian Patrol Submarine Project (CPSP) by guiding operational analysis, instructional system design, simulation and scenario development, performance measurement, and instructor enablement across shore‑based and at‑sea training environments.
Key ResponsibilitiesProviding expert naval and submarine operational advice to TSI teams throughout the training system lifecycle (analysis, design, development, delivery, and evaluation).
Supporting Crewing and Occupational Roles Analysis (CORA), Training Needs Analysis (TNA), and Training Media Analysis (TMA).
Defining, validating, and reviewing operational simulation and scenario requirements.
Developing and maintaining training and test procedures, lesson plans, performance checklists, and reusable scenario libraries.
Supporting the design and execution of submarine training system solutions, including testing and validation activities.
Ensuring training solutions align with RCN doctrine, FNTS, and CONOPS.
Conducting trade studies to recommend appropriate training solutions from CAE and supplier offerings.
Supporting proposal development by articulating solution features, benefits, and cost estimates.
Collaborating with Naval Business Development teams and supporting bids and proposals as required.
Identifying and supporting early resolution of training system defects during project execution.
Monitoring developments in maritime training technologies and identifying opportunities for innovation.
Extensive experience in submarine operations within the Royal Canadian Navy (RCN) or a comparable national navy.
Demonstrated operational experience as an Officer or Non‑Commissioned Member (NCM) in a submarine environment.
Strong understanding of submarine operational systems and/or submarine training systems.
Knowledge of the System Approach to Training (SAT), including CFITES or an equivalent framework.
Experience contributing to training needs analysis for individual and collective training.
Strong leadership, communication, and interpersonal skills.
Ability to develop and review technical and instructional documentation.
Proficiency with Windows‑based systems and Microsoft Office applications (Word, Excel, PowerPoint, Outlook, SharePoint, Visio).
Ability to work effectively in a collaborative team environment, both on‑site and remotely.
Eligibility to meet Canada Controlled Goods Program (CGP) requirements.
Ability to obtain and maintain a Level II (NATO SECRET) security clearance and meet ITAR requirements.
Legal authorization to work in Canada (Canadian Citizen, Permanent Resident, or valid Work Permit).
Strong organizational skills, attention to detail, and ability to meet tight deadlines.
Deep technical background in submarine‑related occupations.
Experience with naval training development, testing, and student evaluation.
Knowledge of the CAF Military Employment Structure and its application to training development and execution.
Familiarity with modern training technologies, including simulation, e‑learning, virtual or augmented reality, and synthetic environments.
Experience supporting complex, integrated naval training solutions or large‑scale defence programmes.
