Temporary Culturally Aligned Integrated ; CAIS; Wide Development Manager

The Aboriginal Coalition to End Homelessness Society (ACEH) is seeking a Culturally Aligned Integrated Support (CAIS) Island-Wide Development Manager to support the continued development, implementation, and evaluation of the CAIS program across Vancouver Island.

The Island-Wide Development Manager provides leadership and supportive oversight to the Culturally Aligned Integrated Support teams in Victoria, Port Alberni, and Port Hardy, while contributing to ACEH’s broader Island-wide mission to prevent and reduce homelessness through culturally supportive approaches.

The position oversees multiple contracts and budgets contributing to CAIS, including those associated with the Canadian BC Housing Benefit (CBCHB), Supported Rental Supplement Program (SRSP), Island Health, and the Ministry of Social Development and Poverty Reduction. Beyond program oversight, the role supports research, evaluation, knowledge development, and meaningful community engagement to strengthen CAIS’ impact and inform ACEH’s Island-wide work. Success requires strong leadership, relationship-building, program development, compliance, data collection and analysis, and the ability to translate community knowledge and evidence into responsive programs and systems change.

Position Type: Full-Time, Temporary

Term: Temporary position to cover an employee on an extended leave

Salary: $72,800 – $83,200 annually

Program Development & Implementation

• Support CAIS teams across Victoria, Port Alberni, and Port Hardy.
• Recruit, onboard, supervise, and support the CAIS Port Hardy Manager.
• Lead cross-site team meetings, supporting shared learning, planning, problem-solving, and alignment.
• Identify emerging challenges, streamline processes, and support effective program delivery.
• Implement recommendations from the final CAIS report.

• Oversee CAIS contracts, budgets, deliverables, MOUs, and reporting requirements.
• Maintain contract overviews, consolidated budgets, reporting schedules, and key deliverables.
• Monitor expenditures, timelines, invoices, and reporting requirements.
• Support implementation of funder policies and requirements, including quarterly Island Health reporting.
