Under general supervision, performs inspections of the construction of public improvements to ensure compliance with City standards, specifications and requirements; performs related duties, as required.

Essential duties and responsibilities may include, but are not limited to the following:
- Inspect, monitor, verify, reject or approve the quality of construction materials and workmanship for public infrastructure improvements including, but not limited to: grading, storm drainage systems, streets, curbs, gutters, sidewalks, ADA curb ramps, pavement markings, traffic control devices/signs, concrete structures, underground sewer system, and water system components.
- Inspect the construction of underground public/private utility work including but not limited to location, clearance requirements, trench backfill, compaction and restoration of surface pavements.
- Inspect construction using various materials including but not limited to: soils, aggregate bases, Portland cement concrete, asphalt concrete, various types of pipe, conduits, and pole materials.
- Inspect the implementation and maintenance of temporary traffic control devices for all activities potentially impacting the flow of any traffic in the Public Right-of-Way in accordance with approved temporary traffic control plans, WATCHBOOK/CATTACH handbook standards or other approved manuals on the use of temporary traffic control devices utilized for work zone safety.
- Review plans, specifications, and traffic control plans for projects.
- Conduct pre-construction meetings with contractors and various other parties or entities involved.
- For Capital Improvement Projects, maintain records of worker’s time, classification, pay rate, equipment, and materials used.
- Ensure contractors communicate with emergency responders, public transportation authorities, residents, businesses or schools regarding construction impacts.
- Utilize the City software, prepare and maintain records of inspection activities on a project basis.
- Prepare inspection reports, quantity calculation reports, and other documents related to project construction activities.
- Confer with City Engineering staff concerning problems encountered in field.
- Confer with other agencies, coordinate meetings, testing and work schedules as assigned.
- Monitor for work performed in the Public Right-of-Way without a permit, stop work and issue violations.
- Perform plan checks, as required.
- Safely operate City vehicles and equipment.
High school diploma OR GED equivalent; AND three years of public works inspection experience; OR an equivalent combination of education, training, and experience. For the purpose of determining equivalency six years of construction experience in one of the following areas such as streets, drainage, sewer, and water may be substituted for up to three years of public works inspection experience.
License and Certification Requirements:- Must possess a valid California class “C” driver’s license upon hire and maintain throughout the length of employment with the City of Victorville.
- California Water Distribution 2 certification or ability to obtain within one year of employment.
- California Stormwater Quality Association (CASDAQ)/ Qualified SWPPP Practitioner (QSP) certification or ability to obtain within one year of employment.
- Certified Public Infrastructure Inspector (CPII) preferred.
- City policies and procedures.
- Methods, materials, equipment, and safety hazards of public works construction.
- Potential construction defects, flaws, and corrective measures.
