Operations Manager
Position Summary
Midnight Sun is looking to hire a Superintendent to manage the overall construction of multiple Federal projects in the Washington, DC metro area. The Superintendent serves as a site liaison, coordinating and communicating between government representatives, base personnel, subcontractors, and internal project teams. The position ensures projects are executed safely, efficiently, and in full compliance with federal, state, and contract requirements while maintaining strong relationships with clients, stakeholders, and subcontractors.
This position may function in concurrent roles.

- Visit project sites and contractor operations to become familiar with site location; assess project specifics and attend mandatory preconstruction meetings with Project Manager and manufacturer.
- Review scope of work, submittals, schedules, and contracts with Project Manager and site team; establish lines of communication and responsibilities with management regarding change orders, billing, and project expectations.
- Create pre-job equipment lists, schedule trucks and equipment deliveries/returns, and ensure materials are available to the field as needed.
- Supervise onsite construction activities to ensure work is performed safely, efficiently, and in compliance with manufacturer specifications and project requirements.
- Conduct daily site visits to monitor progress, track labor and production, and ensure work meets established goals.
- Coordinate and supervise site team and subcontractors; provide guidance and support to ensure efficient execution of all work performed.
- Coordinate regularly with Project Management to maintain schedule adherence, budget compliance, and timely material/labor coordination.
- Document job progress, including photos and reports, for project folders and management review.
- Submit and file all required documents in an organized and timely manner.
- Maintain daily communication with client to review project progress, resolve issues, and manage expectations.
- Coordinate final project closeout, including warranty issuance and resolution of outstanding items.
- Ensure compliance with OSHA regulations, safety programs, and quality standards at all times.
- Conduct pre-inspection punch lists with site team; participate in manufacturer and final inspections to ensure project completion meets expectations. Maintain a zero-punch-list goal prior to crew demobilization whenever possible.
- Perform exposure assessments and document deficiencies or shortfalls of labor and materials.
- Review and address any incidents (safety, theft, or other site issues); document and report to designated safety contact as required.
Other: Perform other duties as needed or required to ensure contract compliance and successful project delivery.
Minimum Requirements- High school diploma required, 2+ years of additional training or education preferred.
- 10+ years as a superintendent on similar size projects.
- Federal contracting experience preferred.
- Knowledge of construction practices, techniques, codes, and regulations including FAR, DFARS, USACE EM 385-1-1, and applicable OSHA standards.
- Strong knowledge of construction means and methods, sequencing, and field supervision with proficiency interpreting drawings, specifications, and contract documents.
- Highly proficient time management and organizational skills with the ability to prioritize and communicate effectively and efficiently to manage multiple construction crews and schedules in order to meet project deadlines in a dynamic and fast‑paced environment.
- Proficiency with standard productivity/business software (MS Office, Adobe Acrobat, etc.).
- Proficiency with construction project management software (RMS, RS Means, Procore, etc.).
- Ability to operate a wide variety of construction tools and material handling equipment safely.
- Valid Driver License.
- Valid First Aid/CPR certification, or ability to obtain within 30 days of hire.
- Valid OSHA 30-hour construction safety course card, or ability to obtain within 30 days of hire.
- Ability to obtain/maintain site or base access, including background and security checks and clearance requirements for federal projects.

The essential duties of this position are performed in an office environment and on indoor and outdoor construction sites. Job performance may involve exposure to various weather conditions, uneven terrain, construction equipment or materials, noise, dust, and other job-related hazards. Personal protective equipment (PPE) and appropriate safety gear are required on all job sites. Travel between job sites may be required.
