Overview

Senior Development Project Manager (Affordable Housing + LIHTC) at North Arrow Partners. North Arrow Partners is hiring a Senior Development Project Manager to lead affordable housing deals across Illinois and the Midwest. We’re a vertically integrated firm (development + architecture + construction). This is a leadership role for an experienced developer who can originate opportunities, drive execution, and take projects from concept all the way to closing
—with strong structure, urgency, and accountability.

• Originate and advance LIHTC opportunities (9% and 4%), including site/partner outreach and early feasibility.
• Lead projects from site control → underwriting → application → award → closing
  .
• Run project schedules, master checklists
  , and weekly meetings—keeping internal teams and consultants on track.
• Coordinate outside consultants (civil, environmental, market study, legal, etc.) and our internal architecture and construction teams.
• Oversee application strategy and assembly for LIHTC + soft funds
  , including narratives and exhibits.
• Maintain organized, audit-ready files; flag risks early and bring solutions.

• Minimum 7+ years affordable housing development experience (LIHTC required).
• Proven track record of bringing LIHTC deals through application and closing (IHDA experience a plus).
• Strong underwriting/finance fluency and comfort managing multiple projects at once.
• Clear communicator and strong writer (applications, memos, narratives).
• Firm, steady leadership style—can push teams to deadlines effectively.

Based in Illinois with some Midwest travel (public hearings, site visits, partner meetings) as needed. Hybrid is possible after an initial onboarding period, depending on fit and workload.
