Navy Business Development Manager
Client Solution Architects (CSA) is currently seeking a highly connected and strategic Navy Business Development Manager to drive growth within its Navy and USMC programs. This role is critical to identifying and capturing new business opportunities, building and maintaining key relationships within the Department of the Navy, and expanding the company's presence in the DoD marketplace. The ideal candidate will have an extensive network of Navy/USMC contacts, proven capture management expertise, and a strong track record of winning competitive contracts.
For nearly 50 years, CSA has delivered integrated technology and operational support services to meet the defense and federal sector’s most complex enterprise needs. Working from operations centers and shipyards to training sites and program offices, CSA deploys experienced teams, innovative tools and proven processes to advance federal missions.
Location:
Hampton Roads, VA or National Capital Region (NCR) – preferred but not required.
Business Development & Capture Management
- Lead efforts to identify, qualify, and capture new business opportunities within the Navy/USMC sector
- Develop and execute comprehensive capture strategies for priority opportunities from early engagement through proposal submission
- Conduct competitive analysis, price-to-win assessments, and solution development for targeted opportunities
- Forecast and develop a robust pipeline of new business opportunities, with focus on programs valued at $10M+
- Participate in and lead proposal development efforts, including technical approaches, pricing models, and business cases
- Coordinate with technical, operations, and finance teams to ensure competitive and compliant proposals
- Monitor and track Navy/USMC acquisition activities, forecast documents, and procurement schedules
- Serve as the primary liaison with Navy/USMC stakeholders, including contracting officers, program managers, technical leads, and other government personnel
- Build, maintain, and leverage an extensive network of key decision-makers and influencers within the Department of the Navy
- Conduct regular customer engagement activities to understand mission needs, program challenges, and future requirements
- Develop and maintain strategic relationships that position the company for long-term growth and partnership opportunities
- Engage with prime contractors and teammates to identify and pursue teaming opportunities
- Maintain detailed records of customer interactions, preferences, and strategic insights
- Represent the company at key Department of Defense and Navy/USMC industry events, conferences, and networking functions
- Build and maintain relationships with industry leaders, potential partners, and key stakeholders across the DoD and Navy/USMC sectors
- Contribute to thought leadership by participating in panels, round tables, and industry forums
- Stay current on Navy/USMC modernization priorities, budget trends, and acquisition strategies
- Enhance the company's reputation and visibility within the Department of Defense and Navy/USMC communities
- Monitor and analyze Navy/USMC market trends, competitive landscape, and emerging opportunities
- Provide strategic recommendations to leadership on market positioning, capability development, and investment priorities
- Collaborate with business development team to align capture strategies with company growth objectives
- Identify white space opportunities and potential areas for expansion within Navy/USMC portfolios
- Track win/loss data and conduct lessons learned to continuously improve capture effectiveness
- Work cross-functionally with program management, technical, contracts, and finance teams to support capture and proposal efforts
- Mentor and guide junior business development staff on Navy/USMC acquisition processes and relationship management
