Job SummaryLicensed architect or engineer serving as Project Manager in the Facilities Division (Design and Construction Branch). Performs professional architectural/engineering work in connection with preparation of scope, written descriptions, schematic drawings and fixture plans of projects. Manages and coordinates design, prototype design standards, fixture plates, schedules, construction and budgets.
Responsibilities- Develop and review designs and estimated costs of construction for new buildings and renovations of Navy Exchanges, Mini‑Marts, Warehouses and Navy Lodges worldwide.
- Assist in selecting architectural and engineering (AE) firms to prepare plans and specifications and oversee inspection and acceptance of construction sites.
- Develop budget costs for new projects from preliminary plans and functional requirements across the Navy Exchanges system.
- Prepare scope of project, written description and schematic drawing for contracting and advertisement to select A/E firms.
- Provide resource forecasts and constraints for NEXCOM departments, generating/modifying design and construction schedules.
- Act as focal point/SME for NEXCOM, coordinating phasing requirements and incorporating them into designs and contracts.
- Attend panels convened by NAVFACENGOM to select qualified A/E firms and participate in technical evaluation review boards.
- Represent NEXCOM in pre‑negotiation, pre‑design and coordination meetings with selected architects, engineers and field activities.
- Review and coordinate with executive agent on scheduling, siting problems and relationships to existing structures.
- Review design submittals for functional, technical and aesthetic adequacy, advising on corrective actions.
- Review long‑range master planning of Naval activities systemwide for Exchanges and lodges.
- Approve draft purchase orders for design construction, construction change orders and maintain control over non‑appropriated project funds.
- Monitor construction progress to avoid schedule and budget slippages, coordinating revisions as needed.
- Develop prototype designs, fixture/finish plates and technical manuals for system‑wide Exchange facilities.
- Travel extensively for on‑site problem resolution and field inspections of renovation facilities.
- Attend professional conventions, seminars and trade shows to stay current on products and techniques.
- Perform other related duties as assigned.
Architect or Engineer License.
EducationDegree in architecture or engineering or related field with at least 60 semester hours of course work, including: (1) 30 semester hours in architectural/engineering design, and (2) 6 semester hours each in structural technology, properties of materials and methods of construction, and environmental control systems.
Alternative ExperienceA combination of college‑level education, training and technical experience providing a thorough knowledge of professional architecture and its application to building design and construction.
Specialized ExperienceFour years of responsible experience demonstrating knowledge of architectural/engineering aspects of construction/renovation projects, including coordinating and developing building design, specifications, and cost estimating.
TravelPosition requires travel to various locations that may account for up to 15% of job responsibilities.
