Position Overview

A three to five year experienced Environmental Scientist specializing in NEPA and wetland permitting will serve as liaison between regulatory agencies and clients, focusing on technical writing, NEPA document preparation, and permit application preparation.

Job Duties
  • Prepare NEPA documents including Programmatic Categorical Exclusions (PCEs), Categorical Exclusions (CEs), Environmental Assessments (EAs), and Virginia Environmental Impact Reports (EIRs).
  • Assist with permit applications for 401/404 Clean Water Act, Virginia Water Protection (VWP), and Virginia Marine Resources Commission authorizations.
  • Stay current with state and federal regulations and provide excellent customer service to clients.
Qualifications Required
  • Bachelor's degree in Environmental Science, Environmental Planning, Biology, Ecology, Natural Resources Management, or related field. Master’s preferred.
  • Experience preparing NEPA documents for federal agencies, including scope, coordination, impacts analysis, and public involvement;
    Virginia experience required.
  • Experience preparing NEPA documents for VDOT’s Locally Administered Projects (LAP) program and/or HUD preferred.
  • Working knowledge of Clean Water Act, Endangered Species Act Section 7, National Historic Preservation Act Section 106, Coastal Zone Management Act, Chesapeake Bay Preservation Act, and related NEPA regulations.
  • Experience with wetland delineations, hazardous materials investigations (Phase I or II ESA) and/or air and noise evaluation is a plus.
  • Proficiency with Microsoft Office suite (Word, Excel, PowerPoint, Teams).

  • Excellent written and verbal communication skills; ability to produce technically and grammatically correct documents with full references.
  • Demonstrated ability to manage multiple projects and priorities.
  • Demonstrated success working with diverse client base in public and private sectors, ability to work independently and with a team.
