Position: C4N ISEA On Site Technical Manager (Navy/DoD)

THOR Solutions is actively seeking a C4N ISEA On Site Technical Manager to support Landing Craft Air Cushion (LCAC) Command, Control, Communications, Computers, Navigation & Electrical (C4N&E) and Cybersecurity activities at Naval Surface Warfare Center Panama City Division (NSWC PCD) in Virginia Beach, VA. An ideal candidate will have training and experience with electronics soldering and repair in a U.S. Navy, DoD, or similar professional environment.

Responsibilities:
  • Provide dedicated C4N/IT Technician support at Assault Craft Unit 4 (ACU4).
  • Troubleshoot, assess, and repair electronic and ancillary equipment used on Landing Craft Air Cushion (LCAC) vehicles.
  • Independently manage assigned tasks, including Grooming, Technical Assistance, Repairs, and Refurbishments, with minimal supervision.
  • Configure, operate, and provide training on the use of system-required test equipment.
  • Perform advanced technical tasks in support of engineering activities, including setup, operation, maintenance, modification, circuit testing, calibration, and troubleshooting of electronic, electromechanical components, and systems. These tasks may involve experimental design circuitry, prototype models, or specialized test equipment.
  • Interpret and follow schematics, diagrams, written instructions, and verbal directions to complete assigned tasks.
  • Conduct complex engineering tests to gather design data and contribute to general research efforts.
  • Diagnose and resolve complex equipment and system malfunctions that are not resolved through standard corrective procedures.
  • Assist in the development and improvement of electronic equipment.
  • Repair and/or modify cables and equipment returned by operational users or personnel from associated test and development laboratories.
Location:

Full time onsite at ACU4 in Virginia Beach, VA.

Typical Physical Activity:

Repair, fabrication, and installation activities in engineering lab spaces and shipboard environments. May include: repetitive motion, soldering in a ventilated space, maneuvering large objects with human/equipment assistance, traversing ladders and inclines/declines, climbing/crawling/navigating tight/confined shipboard spaces, working from kneeling/prone positions, frequent standing/kneeling, and working in hot work spaces due to sun, environment, and heat‑radiating equipment.

Travel Requirements:

This position is anticipated to require up to 20% travel, including overseas travel.

Existing SECRET Security

Clearance Required:

This position requires an existing active or interim Secret security clearance prior to hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position. An otherwise strongly qualified candidate with highly relevant experience but no current security clearance may be considered.

Required Knowledge, Skills, and Abilities:
  • Associate's degree in Electronics Technology, Information Technology, or a related technical field, or relevant military technical training (e.g., Navy Electronics Technician, Marine Corps Communications Electronics Technician).
  • At least eight (8) years of experience with electronics troubleshooting, repair, and maintenance of complex electronic and IT systems.
    • Including at least three (3) years specifically on naval C4N (Command, Control, Communications, Computers, and Networks) systems or LCAC platform systems.
  • Demonstrated proficiency with using multimeters, oscilloscopes, signal generators, spectrum analyzers, and other advanced electronic test equipment.
  • Strong analytical and problem‑solving skills, with a proven ability to diagnose and resolve complex electronic and network issues in a timely manner.
Additional Preferred Knowledge, Skills, and Abilities:
  • Experience with US Navy Groom procedures and Technical Assists.
