The City of Virginia Beach, Department of Human Services (DHS) seeks an experienced Family Services Specialist II that will be responsible for providing case management services for children and families that have or have had, involvement with Child Protective Services investigations or family assessments. Case management services may be provided for ongoing prevention services as well as post foster care cases.
This position will focus specifically on cases involving Domestic Violence.
The Family Services Specialist II (FSS II) must have the knowledge, skills, and family engagement tools that will allow them to provide services to the most complex family dynamics and families that have experienced a high-level trauma. The FSS II must be able to work as part of a multidisciplinary team facilitating a team approach with services providers in partnership with the families being services.
In this position the FSS II will maintain a caseload of Domestic Violence associated In Home cases and provide focused training for staff members on how to work with families experiencing Domestic Violence. In addition, the FSS II will conduct groups for the community to prevent or reduce domestic violence.
- Work a variety of hours to be able to attend trainings, staff meetings, attend court hearings. Perform standby on-call duties after normal business hours.
- Document client contacts and interaction in a variety of digital case management applications.
- Consult with supervisory team members, and city attorneys regarding the safety, wellbeing, and permanency of children.
- Assess child safety and risk utilizing a variety of structured decision making tools, interviews, and observations.
- Intervene to protect abandoned, and neglected, and physically abused children.
- Prepare strengths-based service and action plans in partnership with families and community partners.
- Refer clients to services in the community designed to enhance strengths and address parenting capacity issues.
- Separate children from situations where the child is in imminent danger. Separations may include foster care or relative placements.
- Participate in and facilitate family partnership meeting and team consultation meetings.
- Present family cases before the Family Assessment & Planning Team.
- Attend pertinent court hearings, prepare court documents, and testify in court hearings.
- Standby-on-call CPS responsibilities after normal business hours on a rotating basis.

The selected candidate will qualify for a $3,000 hiring bonus! Hiring bonuses shall only be for new hires of original employment or reemployment as defined in Human Resources Policy No. 5.0.
- $500 will be awarded in the first paycheck.
- $1,000 will be awarded upon completing the six (6) month interim performance evaluation with an overall rating of “Meets Expectations”.
- $1,500 will be awarded upon completing the employee’s one (1) year probationary period and a performance evaluation with an overall rating of “Meets Expectations”.
