Summary

Goldbelt Frontier LLC is seeking a highly experienced Senior Action Officer/Contract Manager to lead and support our engagement with the Defense Health Agency (DHA) under the Business Operations and Executive Support Services (BOESS) program. This is a unique opportunity to work at the intersection of federal health transformation and strategic contract execution. The position is contingent upon contract award and is expected to span five years.

In this key leadership position, you will be responsible for the full scope of contract operations, ensuring execution aligns with federal regulations and client expectations. The ideal candidate will bring a strong foundation in Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), as well as deep experience managing large, complex, and multi‑functional contract efforts within the Department of Defense or other federal agencies.

Expected 5‑year contract contingent upon award.

Responsibilities Essential Job Functions
  • Serve as the primary liaison with senior government clients and Contracting Officers, managing key relationships and communication.
  • Lead and oversee full contract lifecycle activities including planning, negotiation, award, administration, modifications, and close‑out.
  • Coordinate complex, interdependent project tasks across multi‑functional teams to ensure deliverables meet contract timelines and requirements.
  • Collaborate with government and internal stakeholders to formulate and review task plans, performance standards, and compliance metrics.
  • Ensure accuracy, completeness, and regulatory alignment of all contract‑related documentation and deliverables.
  • Prepare and submit contract modifications, extensions, and formal communications in coordination with the program and contracts team.
  • Monitor contract compliance and performance, proactively identifying and mitigating risks throughout contract execution.
  • Support program leadership in contract‑related strategic planning and client engagement activities.
Qualifications Necessary Skills and Knowledge
  • Deep understanding and practical application of FAR, DFARS, and agency‑specific acquisition policies.
  • Strong ability to interpret and implement federal contract requirements in dynamic and complex program environments.
  • Proven experience working with Contracting Officer’s Representatives (CORs), Program Managers, and other acquisition professionals.
  • Demonstrated ability to manage shifting priorities, meet tight deadlines, and maintain high attention to detail under pressure.
  • Exceptional written and verbal communication skills, with a focus on building trust and alignment among stakeholders.
  • Proficiency with federal contract systems and tools such as PIEE, SAMS, or Con Write.
  • Strong analytical and problem‑solving capabilities, with the ability to recommend sound contractual strategies.
  • Leadership presence and organizational skills to guide teams through task execution while maintaining compliance and performance standards.
Minimum Qualifications
  • Minimum of 5 years of experience in federal government contracting, preferably with the Department of Defense or a health‑focused agency.
  • Ability to obtain and maintain a Public Trust clearance.
  • Experience leading high‑value, complex government contract portfolios.
  • Proficiency in navigating federal acquisition processes and contract reporting tools.
