The Payroll / HR Specialist is responsible for administering accurate and timely payroll while providing day-to-day support across key Human Resources functions. This position serves as a resource to employees and managers regarding payroll, timekeeping, benefits, HR policies, and employment-related processes.
The ideal candidate is highly organized, detail-oriented, and experienced in payroll administration and HR operations. Knowledge of the Service Contract Act (SCA), including wage determinations, health and welfare requirements, and payroll compliance for SCA-covered employees, is strongly preferred.
Essential Functions- Payroll Administration
- Process and administer payroll accurately and timely in accordance with established payroll schedules.
- Review employee timecards, hours worked, overtime, paid time off, deductions, bonuses, and other payroll-related information for accuracy.
- Identify and resolve payroll discrepancies prior to payroll processing.
- Maintain accurate employee payroll records, including compensation changes, deductions, direct deposits, tax information, and other payroll data.
- Process new hires, terminations, transfers, promotions, compensation changes, and other employee status changes within the HRIS/payroll system.
- Respond to employee questions regarding paychecks, deductions, timekeeping, taxes, and payroll procedures.
- Assist with payroll reconciliations, audits, reporting, and year-end activities.
- Maintain payroll documentation and records in accordance with company policies and applicable recordkeeping requirements.
- Support payroll administration for employees working on Service Contract Act (SCA)-covered contracts.
- Maintain working knowledge of applicable Department of Labor wage determinations and ensure employees are paid according to the appropriate wage determination and labor classification.
- Assist with the administration and tracking of required SCA health and welfare (H&W) benefits.
- Review employee classifications, wage rates, fringe benefit requirements, and payroll records for SCA compliance.
- Assist with maintaining documentation required for SCA compliance, internal audits, government audits, and contract reviews.
- Support employee onboarding and offboarding processes, including completion and maintenance of required employment documentation.
- Assist employees with benefits enrollment, eligibility questions, qualifying life events, and general benefits inquiries.
- Support annual open enrollment activities.
- Assist with leave administration and tracking, including PTO, FMLA, and other applicable leave programs.
- Provide administrative support for performance management, employee relations, training, and other HR initiatives.
- Maintain confidentiality of employee, payroll, compensation, and company information at all times.
Minimum Qualifications
- Associate degree in Human Resources, Business Administration, Accounting, Finance, or related field preferred; equivalent relevant experience may be considered.
- 3+ years of experience in payroll, Human Resources, or a combined Payroll/HR role.
- Experience processing payroll and reviewing employee timekeeping records.
- Working knowledge of federal and state wage and hour requirements.
- Strong attention to detail and ability to maintain a high degree of accuracy.
- Excellent written and verbal communication skills.
- Ability to manage multiple priorities and meet strict payroll deadlines.
- Proficiency with Microsoft Office, particularly Excel.
- Working knowledge of the Service Contract Act (SCA) and Department of Labor wage determinations.
- Experience administering or tracking SCA health and welfare/fringe benefit requirements.
- Experience with HRIS, payroll, and timekeeping systems such as Paycom or similar platforms.
