This is a highly professional senior‑level management position directing the Budget and Fiscal Services Department of the County. The role administers financial matters, fiscal policies, and programs, and collaborates with County leadership to plan, coordinate, and implement fiscal services.
Education and ExperienceMaster’s degree or Certified Public Accountant (CPA) with major coursework in accounting, business administration, or a related field and five years progressively responsible governmental accounting and/or budgetary experience; or equivalent combination of related education, training and experience.
Acceptable equivalent:
Bachelor’s degree and CPA with major coursework in accounting, business administration, or a related field and seven years progressively responsible governmental accounting and/or budgetary experience.
- Administer and manage financial matters, fiscal policies and procedures, and direct the department and divisions.
- Evaluate and coordinate existing programs and recommend revisions and/or new services.
- Develop, evaluate, and revise financial policies and procedures; recommend implementation of new policies.
- Direct, plan, implement, and deliver written reports, oral presentations, and/or speeches as assigned by a higher‑level Administrator.
- Ensure proper administration, development, and monitoring of budgets for Departments and Divisions; provide direction and review budget expenditures, revenues, appropriations, and enhancements.
- Coordinate activities related to budget limits, timely and correct payment, and proper implementation of fiscal policies, rules, and regulations.
- Monitor expenditures for adherence to budgetary controls and proper implementation of financial policies, rules, and regulations.
- Design, develop, and recommend implementation of fiscal information processing and control systems.
- Interpret the financial impacts of statutory changes and make recommendations for proposed revisions and changes required for proper conformance.
- Direct and coordinate the efforts of designated divisions to meet the goals and objectives of the organization.
- Perform listed duties and any additional duties with professionalism and a sense of urgency.
- Master’s degree or CPA with major coursework in accounting, business administration, or a related field.
- Five years progressively responsible governmental accounting and/or budgetary experience; or equivalent combination of education, training and experience.
- Successful completion of a pre‑employment drug screen and all applicable background checks.
- High professional and senior‑level management experience.
- Ability to supervise and organize the work of staff, develop and motivate staff, enforce disciplinary procedures, and effectively appraise employee performance.
- Ability to develop, prepare, and monitor complex budgets.
- Ability to prepare, analyze, evaluate, and interpret fiscal, accounting, and management data.
- Ability to communicate effectively, both orally and in writing.
- Ability to establish and maintain effective working relationships with other employees, County officials, and the public.
Skills and Abilities
- Thorough knowledge of local government administration and organization.
- Thorough knowledge of governmental accounting, budgeting, fiscal management, and management science.
- Thorough knowledge of legal requirements governing financial operations of the County.
- Considerable knowledge of all laws, rules, and regulations governing the County departments.
- Knowledge of County financial problems and fiscal issues.
- Ability to supervise and organize staff, enforce disciplinary procedures, and appraise performance.
- Ability to facilitate teams in resolving issues and achieving objectives.
- Ability to exercise leadership in a team‑based management environment.
- Ability to develop, prepare, and monitor complex budgets.
- Ability to review County fiscal problems and propose policies in terms of financial and administrative implications.
