Job DutiesThe role of the Accounts Payable Accountant involves providing financial, administrative, and clerical support to the organization. This is an accounting position in a high-volume Accounts Payable unit that is responsible for processing payments, refunds to vendors and other state agencies for a variety of goods and services ensuring timeliness and accuracy. This position is also responsible for compiling and preparing statistical and financial data for internal and external customers as well as provide financial reconciliation.
Conducts vendor account reconciliations and ensures errors are corrected when identified in a timely manner.
The Accounts Payable Accountant performs accounting duties in accordance with Commonwealth Accounting Policy and Procedures (CAPP) Manual guidelines, state laws, federal laws, and agency policies and procedures. Coordinates reviews of agency internal controls, ensures policies and procedures are up-to-date and being followed, and maintains compliance with all CAPP requirements.
This is eligible for one day of telework per week. Due to the public-facing nature of the role, regular onsite presence is required.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in this Employee Work Profile/job description.
Minimum Qualifications- Working knowledge of fiscal processes and procedures as they relate to state & federal government.
- Working knowledge of vendor payment processes, travel reimbursements, journal entries, vendor reconciliations and revenue processing.
- Working skill with office operational principles, office equipment and use of standard business forms and filing systems. Working skill in keyboarding.
- Demonstrated ability automated accounting systems and spreadsheet applications (Microsoft Office Suite-Word, Excel).
- Demonstrated ability to perform detailed work with numerical and statistical data.
- Demonstrated ability to maintain complex fiscal data using spreadsheets, manual and automated ledgers.
- Demonstrated ability to balance and reconcile accounts.
- Demonstrated ability to perform detailed work using prescribed procedures.
- Demonstrated ability to interpret, explain and apply policies, procedures and state and federal laws and regulations.
- Demonstrated ability to assemble, analyze, and prepare technical reports and summaries covering complex financial and grants processes.
- Demonstrated ability to develop and present financial data to Division employees.
- Experience working with Commonwealth of Virginia ARMICS requirements is a plus.
- Experience in state government, especially in using CARDINAL, a plus.
