- Review technical proposals and feasibility studies for thermal energy projects submitted by private developers.
- Conduct energy yield assessments and evaluate plant design and system performance.
- Provide technical inputs during the negotiation and evaluation of Power Purchase Agreements.
- Support the development of guidelines, standards, and criteria for thermal energy PPAs.
- Ensure project compliance with environmental, social, and safety requirements.
- Assist in planning, scheduling, and monitoring the implementation of approved projects.
- Coordinate with internal DABS departments and external stakeholders (MoE, NEPA, developers, and donors).
- Prepare technical reports, project summaries, and evaluation documents.
- Use project management tools (MS Project, Primavera) for project progress tracking.
- Provide technical assistance and capacity‑building sessions to PPA staff.
- Bachelor's or Master’s degree in Energy Engineering, Thermal Energy, or Electrical Engineering.
- Minimum of 5 years of professional experience in thermal energy systems and project management.
- Experience in evaluating and designing solar, wind, and hydro projects; familiarity with Power Purchase Agreements (PPAs) and Independent Power Producer (IPP) models; skills in AutoCAD, PVsyst, HOMER, and MS Project/Primavera are a plus.
- Excellent communication in Pashto, Dari, and English; strong analytical, coordination, and reporting abilities; knowledge of Afghanistan’s energy sector context and regulations.
