Rockbridge County Seeks Zoning AdministratorRockbridge County is searching for an experienced, service-oriented professional to administer and enforce the County’s zoning code. Work involves providing direct technical support, interpretation, and guidance to citizens, land and business owners, developers, boards and commissions, and other governmental agencies.
Successful candidates must have excellent written and oral communication, customer service skills, public speaking skills and the ability to establish and maintain effective working relationships with officials, regulatory agencies, surveyors, engineers, architects, County staff, and the public. Advanced knowledge of planning and zoning principles and practices, and GIS are required.
Job SummaryPerforms difficult technical and administrative work interpreting and enforcing Zoning Ordinances and related land use and development ordinances; responds to government officials, land and business owners, representatives of agencies and businesses, and the public on a variety of planning and zoning inquiries and projects; prepares for legal action as necessary to enforce County ordinances; and related work as apparent or assigned.
Work is performed under the general direction of the Community Development Director.

Key Responsibilities- Reviews zoning permits for compliance with adopted codes and performs site inspections prior to approval of permits.
- Reviews applications for variances, zoning changes; assists with preparing agenda packages for the Board of Supervisors, Planning Commission and the Tourism Corridor Overlay Board Meetings.
- Collaborates on planning and zoning issues with other County departments.
- Assists with the review and approvals of zoning permits, including review of site plans; for construction, renovations and other miscellaneous items, and forwards approved zoning permits to the Building Official.
- Consults with developers, surveyors, engineers, architects, appraisers, real estate agents, attorneys and other citizens and agencies regarding land use, development, planning and community development issues; represents the County in community meetings as related to community development projects or programs.
- Initiates proceedings when code violations occur; prepares letters and/or
- Contacts property owners by phone; prepares data for court and testifies on ordinance and code violations.
- Serves as the Secretary to the Board of Zoning Appeals; prepares agendas, staff reports and gives presentations.
- Responds to general questions regarding legal descriptions, floodplain information, zoning, census, and general community information.
- Reviews development plans for local zoning requirements with other staff members.
- Maintains all necessary records for day-to-day activities and permanent files.
- Attends Planning Commission, Tourism Corridor Overlay Board, and Board of Supervisors meetings as necessary; and prepares other information as requested by the Director of Community Development.
- Assists the County with projects and proposals, including grant applications, and planning projects.
- Prepares public hearing notices for local paper and prepares articles as directed.
- Performs other duties as apparent or as delegated.
Skills and Abilities
Thorough knowledge of the philosophies, principles, practices and techniques of zoning as they pertain to findings and zoning activities; thorough knowledge of the various codes and regulations pertaining to land use and zoning; ability to present the results of field inspections and research effectively verbally and in written form; ability to establish and maintain effective working relationships with associates, government officials, representatives of other agencies and the general public;
ability to interpret and apply legal requirements and standards; ability to exercise independent judgment and initiative.
Bachelor’s degree with coursework in planning, engineering, geography, public administration or related field and experience in zoning or local government, or equivalent combination of education and experience.
