The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full-time Investigative Analyst in Hanover, Virginia. What you will do:- The position will provide a variety of administrative and investigative functions, including providing technical support and administrative assistance through audits, research, and evaluation activities. Investigations are focused on all facets of the regulatory program, to include, but not limited to, compulsory minimum training, course curriculum, administrative requirements, and standards of conduct (Code of Virginia sections 9.1‑138, 9.1‑150.4, 9.1‑185, and 9.1‑186.13).
- The position may also require providing instruction on courses that are pertinent to the functions of the Division of Licensure and Regulatory Services.
- Ensure all investigative reports are accurate, concise, thorough, and in accordance with guidelines and procedures.
- Ensure completed investigations are submitted in accordance with case priority.
- Implement an investigative plan through an appropriate use of investigative techniques.
- Address all regulatory and statutory issues accurately apply laws, rules, and regulations to facts obtained in an investigation.
- Effectively collect all necessary evidence. Locate and interview complainants, respondents, and witnesses.
- Effectively perform, record, and documentation research.
- Conduct proactive initiatives to identify unlicensed/unregistered activity.
- Consult and work with section staff to achieve investigative goals. Effectively work with other sections of the agency and other agencies.
- Plan and conduct audits and inspections, to include certified session monitoring, of private security services businesses and training schools in accordance with established guidelines. Plan audits and inspection activities weekly and communicate weekly plan to supervisor by posting schedule using calendar.
- Follow up on audits and school inspections as needed and as assigned.
- Interpret and respond to constituent requests for service and/or assistance regarding policies, procedures, guidelines, and activities.
- Provide administrative reports in a timely manner, to include expense voucher submissions, leave reports, mileage reports, etc.
- Properly service and maintain vehicles in accordance with established maintenance guidelines.
- Effectively prepare testimony in administrative and criminal proceedings. Present testimony in a clear, concise, and knowledgeable manner. Assist the Office of the Attorney General and Agency prosecution or presentation of cases by obtaining and preparing supporting documentation. Present evidence to the Commonwealth’s Attorney to issue warrants for unlicensed activity.
- Accurately review and analyze complaints to establish an investigative plan. Review all prior investigations pertaining to the respondent.
- Self‑generate cases/investigations and conduct investigations through awareness and attention to detail.
- Knowledge of Microsoft Office Suite to include but not limited to Word, Excel, Outlook, and e‑mail software.
- Demonstrated experience communicating effectively, both orally and in writing, including in in‑person interviews, telephone conversations, and documents.
- Documented experience in working both as an active and contributing team member as well as independently.
- Ability to serve as a conduit for communication between DCJS and constituents and constituent groups.
- Ability to exercise discretion and maintain confidentiality.
- Ability to navigate Virginia Code and regulations related to private security services with attention to detail.
