Job Duties

The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is seeking a Quality Assurance (QA) Service Acquisition Specialist. This role will serve as the liaison and subject matter expert for the Regional Service Coordination (RSC) model by developing, coordinating, and overseeing contracts with providers. The position will provide oversight of service delivery, quality assurance monitoring, and data tracking. The Service Acquisition Specialist will also effectively plan and implement the Standardized Program Evaluation Protocol (SPEP™) to strengthen and improve youth outcomes through partnership, education, and transparency.

Job responsibilities include, but are not limited to:

• Demonstrate the skill and ability to analyze and solve problems, including gathering information, anticipation of problems, review of the accuracy/validity of information, interpreting data, drawing conclusions, weighing the impact of decision-making, and facilitation of implementation of recommendations/solutions.
• Demonstrate the ability to clearly present information in written and oral formats; simultaneously and effectively manage multiple tasks and projects; and work independently and within a team.
• Ability to establish and maintain effective working relationships with staff from various levels of agency operations.

• Considerable knowledge of evidence-based programs and services.
• Considerable knowledge of contracting management and oversight.
• Considerable knowledge of methods of training, coaching, and technical assistance, program evaluation, and program monitoring processes.
• Proficiency in Microsoft and other computer software including spreadsheets, word processing, databases, and presentation packages.

• Considerable professional experience in program development and implementation, program evaluation, and providing technical assistance, including project leadership functions.
