OverviewThe Human Resources Director provides oversight and management to a full-service department of more than 90 staff across four program areas:
Total Rewards, Talent Management, Human Resources Information Systems (HRIS), and Strategy/Operations. The Director reports to the Deputy County Executive for Administration and is a key member of the county executive’s senior management team.
The Director works closely with the County Executive, the Board of Supervisors, department heads, unions, and community organizations to develop, build, and maintain partnerships that shape HR strategies and drive service excellence for county residents.
Responsibilities- Provide strategic leadership and oversight for the Human Resources Department.
- Develop and implement policies and programs in Total Rewards, Talent Management, HRIS, and Strategy/Operations.
- Advise the County Executive and Board of Supervisors on HR policy, labor relations, and legislative matters.
- Foster staff development, professional growth, and a culture of engagement and innovation.
- Maintain partnerships with union leadership, boards, committees, and other governing bodies.
- Ensure compliance with state and federal laws, regulations, and collective bargaining agreements.
- Lead and direct the work of a large and diverse staff.
- Provide guidance on policies and procedures within a labor relations environment.
Minimum Qualifications
- Graduation from an accredited four‑year college or university with a bachelor’s degree in human resource management, public administration, business administration, or a related field.
- Seven years of increasingly responsible experience in human resources administration, including at least two years in a Director, Assistant/Deputy Director, or Manager of Human Resources role.
- Experience managing a budget of more than $11 million.
- Proven ability to work effectively with elected officials in a political environment.
- Experience conducting collective bargaining and maintaining union relationships.
- In‑depth knowledge of state and federal laws and regulations applicable to county government.
- Proven leadership skills that build staff capacity and drive continuous improvement.
- Experience directing a large, complex organization in a labor relations environment.
Preferred Qualifications
- Master’s degree in human resources management.
- Ten years of progressively responsible experience as a human resources director in a large or midsized organization, preferably local government.
- Experience participating in labor negotiations and administering collective bargaining agreements.
- Excellent communication and negotiation skills.
- Professional human resources certification (e.g., SHRM‑SCP, SPHR).
Job is generally sedentary; requires walking, standing, and sitting for long periods. Uses hands to grasp and handle objects. Operates keyboard‑driven equipment and computer. Reads information on a computer screen. Works in an office environment but may occasionally perform duties outside the typical office setting. Communicates verbally and in writing. All duties performed with or without reasonable accommodations.
