Title: Strategic Planning Branch Manager #00054
Agency: Department of Emergency Management
Location: VDEM Headquarters
Hiring Range: $85,000-$90,000
Responsibilities- Lead a dynamic team responsible for developing and maintaining Virginia’s emergency management plans and strategies.
- Supervise staff day to day, providing constructive supervision to improve individual performance.
- Ensure plans are consistent with organizational objectives and comply with state and federal law.
- Develop project plans, identify critical tasks, schedule tasks with realistic time frames, and complete deliverables on schedule.
- Maintain and update the Strategic Planning Branch external website, internal SharePoint, and MS Office Teams sites for accessibility.
- Maintain, publish, and present the State Hazard Mitigation Plan.
- Co‑coordinate with other state agencies, NGOs and private entities to develop and maintain their portions of the plan.
- Utilize exercise and real‑world event after‑action reports to update plans.
- Act as the primary VDEM representative to FEMA Region 3 Planning and Operations Branch.
- Achieve and maintain Enhanced status by complying with FEMA policy guide requirements.
- One day of telework per week is available; regular onsite presence is required.
- Emergency management experience at local, state, or federal levels, including planning and operations.
- Demonstrated understanding of emergency management principles, best practices, policies, and procedures.
- Ability to author and edit emergency plans.
- Experience supervising individual employees and using performance management principles.
- Leadership and facilitation skills with internal teams and external stakeholders.
- Knowledge of inclusive emergency planning and management best practices.
- Project and program management experience, including timeline development and stakeholder coordination.
- Knowledge of FEMA planning guidance (CPG 101, CPG 201) and core capabilities.
- Understanding of THIRA and SPR processes and alignment with training, exercising, and grants.
- Strong analytical, evaluation, and communication skills to senior leadership.
- Excellent verbal and written communication abilities.
- Preferred:
Equivalent combination of training and experience in homeland security, public administration, or related discipline.
