Job Description

Employees plan, organize and manage the work of all eligibility programs and supervise Benefit Program Supervisors.

Plan, organize, and manage the work of all eligibility programs; supervise all staff to include supervisors; review and evaluate public assistance program policy and the effects of new programs/revisions; determine staffing needs and make recommendations to the agency director; establish program goals and objectives; recommend hiring, transfer, promotion, and termination of personnel within applicable statutes and regulations; develop performance standards and prepare corrective action plans;

prepare and implement internal operating policies and procedures; consult with supervisors on unresolved case problems; coordinate program goals with other agency units; arrange and ensure mandated training for staff; serve as departmental liaison to citizen groups, professional groups, and collateral staff in other agencies; plan and make presentations and speeches to community, citizen, and professional groups; prepare or approve correspondence and oversee recordkeeping;

assist in planning community resources; lead special projects; assist in budget preparation and monitor expenditures; review and revise programs to meet public assistance trends; collect and compile data for long‑range planning; prepare ad hoc and regular reports for the agency director; prepare Benefit Programs agenda items and materials for the Local Social Services Board; ensure training and development of staff;

and may act for the Director of Social Services as designated.

Knowledge, Skills, and Abilities

Comprehensive knowledge of current social, economic, health, and governmental conditions and problems; human behavior and ability to work effectively with individuals and groups; management principles and methods of administration, including planning, organizing, leading, personnel and fiscal management; public assistance programs, policies, and regulations; and literature in the field of public assistance. Considerable knowledge of automated systems and standard office software, including state Department of Social Services human services systems.

Skill in operating a personal computer and associated office and agency software.

Demonstrated ability to plan, organize, and direct the work of others; establish effective working relationships with staff, other agencies, and the community; collect, research, and analyze data and use it in short‑ and long‑range planning and reports; coordinate and deploy people, programs and resources; conduct workshops and make public presentations; communicate effectively orally and in writing; and provide accurate technical assistance and guidance to internal and external customers on policy and procedures.

Education and Experience

Bachelor’s degree in human services, management, or related field and experience in eligibility work, including supervisory/managerial capacity or equivalent combination of education, experience, and training.

Experience researching, interpreting, and applying policies; conducting workshops and making public presentations.

Proficiency with VaCMS (Virginia Case Management System).

Preferred Qualifications

Completion of the required Benefit Programs Training classes; extensive knowledge of Benefit Programs including SNAP, Medicaid, TANF, Childcare, and energy assistance programs; experience developing and maintaining internal control, policies, and practices to ensure compliance; experience supervising supervisors, determining staff needs, and ensuring continued development of staff.
