Position: Planner I, II, III-Waco HQ

Performs complex planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties PLANNER I, II, and III
  • Assists with budget preparation; monitors and estimates future costs.
  • Conducts Program Development Meetings with sponsors to identify requirements, exchange information and keep informed on the status of projects.
  • Monitors projects during construction phase to properly allocate state and federal grants.
  • Provides general information and support to governmental officials, sponsors, users and the public.
  • Reviews and evaluates plans and related documents to ensure compliance with applicable state or federal requirements and conformance to acceptable professional standards.
  • Performs other job responsibilities as assigned.
PLANNER II and III

All of the above, plus the following...

  • Arranges and participates in field reviews with Federal Highway Administration personnel in order to foster better understanding of local, state and federal objectives and promote interagency cooperation.
  • Conducts or participates in Regional Planning Meetings.
  • Coordinates planning projects involving districts, divisions, various public transportation interests, research endeavors with universities, other agencies and/or local, state and federal agencies.
  • Develops and implements short and long-range local and statewide plans and projects.
  • Develops funding distribution formula for planning and monitoring the use of funds by Metropolitan Planning Organizations; in a district, may work with the MPO to develop annual work program and long-range plans.
  • Represents the Department at local and state levels.
  • Responsible for functional classification of highways and urban system map development.
PLANNER III

All of the above, plus the following...

  • Performs complex planning and programming activities in support of management-related programs and/or transportation projects.
  • Represents the Department at local, state and federal levels.
  • Reviews and prepares correspondence, reports, studies, gives briefings and makes presentations regarding program activities.
Minimum Qualifications Education

Bachelor's degree in transportation planning, engineering, business admin or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience

Planner I: 1 year planning or research analysis experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Planner II: 2 years planning or research analysis experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Planner III: 3 years planning or research analysis experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications

Valid driver’s license. This position requires driving a state vehicle.

  • Using computers, applicable programs, applications, and systems
