SUMMARY: Plan, direct, coordinate, and implement all fiscal activities and functions; responsible for budget planning, development and management. Ensure that proper accounting procedures are maintained in accordance with federal, state and local regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Regularly exercises discretion, independent judgment and decision making while performing duties and responsibilities.
  • Manages and monitors the agency's total finance system.
  • Maintains an effective accrual base accounting system.
  • Maintains an effective budgetary control system to include budget preparation and status reporting.
  • Designs, prepares and controls an effective financial reporting system to generate and administer timely and accurate financial statements.
  • Designs and controls an effective payroll system, property control system and procurement system.
  • Formulates and operates a system of internal control designed to safeguard the agency's assets.
  • Supervises and reviews the preparation of forms, reports, and other documents necessary for compliance with local, state and federal regulatory requirements related to fiscal and grants management.
  • Leads and manages the annual agency-wide audit.
  • Prepares and maintains documented operating procedures manual for all accounting, payroll, property control, and procurement functions.
  • Completes special financial analyses as needed.
  • Works with the HR Manager on personnel matters.
  • Oversees staff training to increase staff skills and competencies as needed.
  • Promotes and maintains a high level of customer service ensuring that staffs needs are met.
  • Promotes and maintains safety culture for staff and clients.
  • Regular attendance.

SUPERVISORY RESPONSIBILITIES
  • Responsible for the overall direction, coordination, and evaluation of this unit.
  • Directly supervises the assistant fiscal officer, accounting manager, and oversees and directs the fiscal staff.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  • Demonstrated skills and abilities in a management capacity relevant to nonprofit fiscal management.
  • Knowledge of federal, state and local regulations governing accounting practices and procedures.
  • Working knowledge of computerized systems and government accounting policies, procedures and guidelines.
  • Excellent interpersonal skills, including written, verbal and listening.
  • Ability to instruct and motivate others.
  • Ability to provide training and work direction.
  • Organized, detail and tasks oriented.
  • Ability to handle many projects at a given time.
  • Maintains a high level of confidentiality.
  • Working knowledge of computer applications including desktop applications.
  • General knowledge of the political process and its relationship to nonprofit management.
  • General knowledge of health and safety regulations.
  • Ability to work varied shifts, which may include nights, weekends and holidays.
  • Ability to travel off island on occasion.
EDUCATION and/or EXPERIENCE
  • Certified Public Accountant (CPA) or bachelor’s degree from a four-year college or university in accounting, business, fiscal management, or a related field, and two (2) to five (5) years of related experience, including supervisory experience.
LANGUAGE SKILLS
  • Ability to read and understand technical procedures, contracts or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from various groups.
