Opportunity

WSDOT is currently seeking a Transportation Engineer 3 to serve as an Assistant Project Management and Controls Specialist in Shoreline, WA.

Reporting to the Project Management & Controls Manager, this position serves as a project management and reporting expert for the Northwest Region. Utilizing knowledge of technical engineering practices and departmental policies, procedures, and standards, the specialist provides regional oversight for the Project Management & Reporting System (PMRS) supporting regional program management, project management, schedule, budget, contract, document management, reporting, and e-Construction efforts.

This position is critical for the sustainability and advancement of Program Management, Project Management, Construction Management, and e-Construction in the Northwest Region.

Responsibilities
  • Develop and implement region wide Project Management and Controls (PMC) quality and performance measures and create and continually improve program, project, and PMC reports and dashboards to drive and measure performance of Northwest Region (NWR) capital construction programs.
  • Recommend and implement solutions to project and program delivery problems, and updates to NWR PMC policies, procedures, and quality and performance measures.
  • Communicate changes and coordinate with NWR Managers, Regional Design, Regional Construction, Program Management, and Specialty Group Offices to support project and program delivery.
  • Provide expertise, guidance, and regional support on project management techniques and tools, including schedule, cost, resource, contract, e-Construction, document management, and reporting, and research, analyze, and resolve system issues while collaborating with Headquarters Capital Systems Team on PMRS tools, policies, upgrades, and enhancements.
  • Collaborate with Headquarters Capital Systems Team and NWR PMC to deploy and support PMRS tools, policies upgrades, and enhancements, and to identify, resolve, and recommend solutions to system issues.
  • Provide project management and reporting system quality assurance, review region project schedules, ensure practices align with state and regional policies, and provide technical direction to advance regional goals in project and schedule management.
  • Mentor, coach, and train NWR staff on project management techniques and tools through in-person and virtual instruction, small group sessions, and one‑on‑one mentoring while developing supporting training materials.
  • Provide administrative support for PMRS tools, including managing licenses and adding, modifying, or removing user permissions.
Qualifications
  • Experience and knowledge in project management, project controls, or construction contract administration, including business processes for the delivery of capital construction projects, project scheduling, critical path methods, cost control techniques, cost engineering, electronic construction management, and engineering business processes for Preliminary Engineering, Right of Way Acquisition, and Construction.
  • Ability to exercise independent judgment, decision‑making, and problem‑solving skills.
  • Ability to translate business needs into technical reports and dashboards for monitoring, validating, and reporting on the Northwest Region’s capital construction program.
  • Ability to clearly communicate and document engineering processes related to program management, project management, construction management, and reporting, and to communicate effectively both verbally and in writing to audiences of varying sizes and technical skill levels,…
