Location: Walla Walla, WA

Position Overview / Duties

POSITION OVERVIEW: Engineering and Construction Division;
Construction Branch;
Construction Support Section. The Walla Walla District US Army Corps of Engineers helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.

DUTIES
  • Provide oversight of the contractor's safety compliance and manage the safety program for Construction Branch personnel as the Construction Branch Safety and Occupational Health Specialist.
  • Oversee construction contracts at the lock and dams on the Snake and Columa Rivers and a variety of other civil works projects over a wide geographic area throughout the Walla Walla District.
  • Focus on repair and modernization of the hydropower, navigation, fish passage, and flood control systems at US Army Corps of Engineers owned facilities.
  • Review contractor's safety plans, attend on‑site safety meetings, inspect active construction sites with regards to safety, investigate contractor and Government accidents/mishaps, and review the contract plans before award.
  • Oversight and administration of safety related plans for Branch personnel such as fall protection, fatigue management, and associated training requirements.
Other Conditions and Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

CONDITIONS OF EMPLOYMENT
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This is a Career Program (CP) #12 position. A Professional Certificate in Safety and Occupational Health is required to be obtained within 24 months for personnel filling this position.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience;

if qualifying based on education, your transcripts will be required as part of your application.

EDUCATION

Foreign Education

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Experience
  • Minimum Experience Requirement: GS‑11 Specialized

    Experience:

    One year of specialized experience which includes (1) reviewing contractor's safety program proposals to ensure conformance with safety standards, procedures and codes; (2) recommending changes and modifications as required; AND(3) making on‑site safety surveys of resident off ice programs to determine that prescribed safety procedures and standards are being applied as well as advising on various problems which might arise in the area of safety with project and contract personnel..
