The Washington Utilities and Transportation Commission (UTC) is seeking to fill an Energy/Utilities Engineer 3 position to support the mission of the Pipeline Safety Division and to enhance public health and safety through regulatory compliance. The role focuses on conducting inspections of regulated hazardous liquid and gas pipeline companies to ensure compliance with state and federal pipeline safety rules and regulations.
OpportunitySalary consideration: $82,872 – $108,780 annually, based on step level. The position will be open until January 01, 2025.
HybridAlthough this is a hybrid opportunity, the successful incumbent must reside within Washington state and must be available to report to the Lacey, Washington headquarters building as needed.
TravelThis position will require travel throughout Washington state and occasionally other parts of the U.S. for inspections, incidents, training, conferences, and meetings, which may include overnight stays during or outside normal work hours.

Responsibilities- Conduct independent complex standard and specialized inspections and assessments of interstate and intrastate gas and hazardous liquid pipeline facilities, operations, and maintenance to determine compliance.
- Investigate natural gas incidents and hazardous liquid accidents to determine cause, operator responsibility, and potential violations. Prepare written reports of findings and conclusions with recommendations for enforcement actions.
- Review and analyze records to ensure operators’ compliance with Federal Pipeline Safety Standards (49 CFR 191‑199) and Washington Administrative Codes (WAC).
- Perform compliance activities, including review of operation and maintenance manuals, operations, equipment design, and over pressure protection devices, involving field work in remote locations.
- Calculate pressure relief capacity, safe operating pressures, corrosion control procedures, odorization monitoring, emergency plans, and procedures to ensure public safety during emergencies.
- Compile, prepare, enter, and update records, data, reports, and other information in program databases, files, and storage media.
- Bachelor’s degree in engineering (mechanical, civil, or related field) from an accredited institution. Equivalent education or experience may be substituted on a year‑for‑year basis.
- Either:
- Three (3) years of relevant work experience in federal and state enforcement of pipeline safety regulations, including design, construction, operation, and maintenance of pipeline systems, plus basic computer skills (MS Word, Excel, Outlook, and agency databases).
- or Seven (7) years of progressively responsible engineering experience in federal and state enforcement of pipeline safety.
- Demonstrated competency in analytical, research, inspection, investigative, legal, operational, and engineering areas related to pipeline safety.
- Knowledge of relevant federal and state pipeline safety laws, rules, and regulations.
- Proficiency in the use of software comparable to MS Word, Excel, and Outlook.
- Advanced degree in engineering (mechanical, structural, civil, or related field).
- Licensed professional engineer.
