Opportunity

WSDOT is currently seeking External Civil Rights Specialist 4 to serve as an Americans with Disability Act (ADA) and Title VI Compliance Specialist in Vancouver, WA. Under the administrative direction of the Interstate Bridge Replacement (I ) Program’s Assistant Director of Civil Rights & Equity, the ADA and Title VI Compliance Specialist is the program’s subject matter expert on compliance with Title VI, Environmental Justice (EJ), Limited English Proficiency (LEP), and the ADA.

This position develops and implements policies, plans, and procedures to ensure all I  Program activities, services, and construction impacts comply with state and federal Civil Rights laws and provide fair treatment for all communities. In this role, you will provide guidance and oversight to agencies, consultants, contractors, and other partners to ensure meaningful engagement, accessibility, and avoidance of different or unequal impacts.

A strong candidate will demonstrate expertise in civil rights compliance, program management, accessibility standards, and the ability to resolve complex compliance issues while fostering inclusive and fair outcomes.

What To Expect
  • Lead Title VI and ADA compliance efforts across all I  discipline areas, including design engineering, transportation, transit, structures, public engagement, and communications.
  • Ensure the I  programs and services are free from discrimination and equally accessible and usable.
  • Advise and consult with I  partner agencies.
  • Provide meaningful language access services, as appropriate.
  • Conduct regular reviews to collect and analyze data that may be useful in identifying and addressing any trends or patterns of discrimination.
  • Collect and analyze demographic data, conduct research on and implement best practices, develop systems, policies, processes.
  • Provide high level of expert guidance, assistance, and interpretation to internal and external partners.
  • Draft policies, procedures, reports, and tracking mechanisms.
  • Prevent, minimize, mitigate, or correct high and adverse impacts resulting from program activities as it relates to environmental justice within the design phase of projects.
  • Assist with the development and implementation of community engagement and outreach.
  • Participate virtually in outreach events with community-based organizations that represent small and disadvantaged businesses and workforce across Oregon and Washington.
Qualifications
  • Civil Rights Compliance Expertise:
    Proven competency in performing professional-level responsibilities related to civil rights, investigations, compliance, or related fields, including applying policies and procedures effectively in real-world scenarios.
  • Foundational Professional

    Skills:

    Ability to apply practical problem-solving, communication, and organizational skills to professional workplace settings.
  • Knowledge of Civil Rights Regulatory Frameworks:
    Working knowledge of civil rights policies and regulations, including Title VI, EJ, LEP, and the ADA, with the ability to interpret and apply them to program operations and stakeholder engagement.
