Join the Department of Health (DOH) as a Grants and Contracts Consultant (HSC
3) to protect and improve Washington public health by advancing safe drinking water.
This remote/home-based position supports the Drinking Water State Revolving Fund (DWSRF) Program and manages the Emerging Contaminants for Small and Disadvantaged Communities (EC‑SD) grant program.
Key Responsibilities- Initiate and plan statewide implementation of the EC‑SD grant program, developing guidance to monitor and mitigate emerging contaminants.
- Lead program execution by designing, coordinating, and overseeing grant activities, including application cycles, project tracking, and performance monitoring.
- Provide technical support throughout project implementation, collaborating with ODW teams to coordinate sampling, testing, and mitigation efforts.
- Monitor progress and maintain project documentation by updating the EC‑SD grant workplan and budget narrative throughout the grant period.
- Evaluate outcomes by identifying and maintaining a list of qualifying water systems and measuring effectiveness of mitigation projects.
- Support project closure and long‑term sustainability by managing third‑party engineering contracts for durable contaminant mitigation solutions.
- Option 1:
Six (6) or more years of experience in full‑cycle Project Management, managing grants or contracts for local or state water, environment, or public health programs. - Option 2:
Bachelor’s degree or higher in environmental, physical, or natural sciences, environmental planning, or allied field AND two (2) or more years of full‑cycle Project Management experience in similar programs.
- Experience working in environmental or public health with a state or local health jurisdiction.
- Experience with state and federal water regulation or in a drinking water program.
- Experience managing multiple complex projects simultaneously.
- Experience collaborating with diverse partners and community stakeholders.
- Experience with State Revolving Funds for infrastructure support.
Position Type:
Contract (Full‑time, 40‑hour week, remote). Holds a bargaining unit contract with the Washington Federation of State Employees. Eligible for teleworking. Occasional travel may be required.
