Position: Medicaid Director (EMS5/EXO)

Overview

Join the State of Washington as the Medicaid Director (EMS5/EXO). The Director will serve as the designated Medicaid and CHIP Director, responsible for administering Medicaid services and ensuring compliance with Single State Agency requirements. The position represents Washington State with the U.S. Department of Health and Human Services, CMS, and is a member of the National Association of Medicaid Directors.

The Medicaid Director provides executive leadership, overall direction, and strategic vision statewide, works closely with federal, state, tribal, and local partners, and plays a critical role in planning, overseeing, directing, and setting policy related to national and state health care reform.

Responsibilities
  • Key advisor to the Director of the Health Care Authority on Medicaid issues, leading and coordinating the state’s Medicaid program to ensure efficient, cost‑effective, quality care based on scientific evidence and exceptional customer service to enrollees.
  • Operate the medical assistance program, supervise and approve medical services contracts with health‑care vendors, including managed care health plans, and oversee planning and division support to resolve problems and maintain fiscal integrity.
  • Organize and conduct initiatives and projects that uphold the state’s record as an innovator in health care, ensuring accountability.
  • Meet, negotiate with, and enlist support from key stakeholder groups and policymakers, including the state’s chief executive, legislators, public advocacy groups, consumer representatives, families of clients, and provider associations.
  • Position Washington as a national leader in delivering health care to vulnerable populations, responding to evolving needs and closing gaps in health disparities.
  • Work closely with the federal government to acquire flexibility needed to implement national health care reform suited to Washington’s unique needs.
  • Attend meetings with Title XIX Advisory Committee and provide regular, informed feedback on programs and plans.
Qualifications – Required
  • Master’s degree in social services, public administration, health‑care policy, law, or a closely related field.
  • At least five (5) years of experience in health‑plan administration and/or health‑care policy, or equivalent experience.
  • Additional experience may substitute year for year of education.
Qualifications – Preferred
  • Specific experience in public health insurance or Medicaid programs health policy.
  • Working knowledge of federal health‑care programs (Medicare) and requirements.
  • Senior management‑level experience in a complex public or private health‑care organization, including managing a diverse workforce and delivering services to a complex client base.
  • Proficient in MMIS, RMS, Internet searching, and Microsoft Office Suite.
Additional Competencies
  • Advanced communication and presentation skills, including interactions with the Governor’s Office, cabinet members, agency directors, the Legislature, the media, and community organizations.
  • Strategic leadership, coaching, and staff motivation, with ability to manage directly and indirectly through influence.
  • Experience in health‑care purchasing and knowledge of state and federal law related to Medicaid administration.
  • Strong negotiation and mediation skills for garnering support from the Governor’s initiatives.
  • Capacity to lead and energize staff through large‑scale systemic change.
  • Ability to build effective relationships with constituents, staff, communities, providers, labor unions, and state agencies.
  • High ethical and professional standards with strong integrity.
  • Visionary leadership with the ability to look ahead strategically and engage the health‑care community.
  • Responsive to direction from the Governor and HCA Director, providing timely, accurate information and meeting deadlines.
