Job Description:
The IT Data Manager reports directly to the Deputy Chief Information Officer and provides strategic leadership for enterprise data systems, governance, and analytics across the agency. This role ensures that data strategies align with the Department’s strategic priorities and statewide data initiatives.
- Direct the strategic planning, governance, and enterprise-wide coordination of IT data systems.
- Lead the development, implementation, and continuous improvement of the agency’s data governance framework.
- Oversee the definition and documentation of enterprise data requirements, ensuring alignment with Washington State policies and standards.
- Supervise cross‑divisional collaboration to establish consistent data governance practices.
- Manage the enterprise data catalog, metadata, and data dictionary.
- Review and approve data sharing agreements and ensure legal compliance.
- Collaborate with the Chief Data Privacy Officer on privacy reviews.
- Design and manage internal data workflows and procedures.
- Enforce compliance with digital product and data standards.
- Lead development and maintenance of agency-wide data governance and access policies.
- Manage the technical assistance request process.
- Oversee design, maintenance, and enhancement of the agency’s data strategy.
- Coordinate with the Application Development Manager on APIs and data architecture.
- Supply strategic leadership for enterprise data architecture and modernization.
- Evaluate and recommend new data technologies and platforms.
- Oversee integration of disparate data systems.
- Collaborate with stakeholders to ensure architecture supports current and future needs.
- Establish and maintain data architecture standards and documentation.
- Monitor industry trends, regulatory changes, and statewide IT policy.
Required Qualifications:
- Eight (8) years of combined professional IT experience in enterprise data management, data governance, and data architecture.
- Experience leading IT professionals or consulting as a technical lead (minimum one year).
- Strong communication skills with diverse IT peers.
OR
- Associate’s degree in IT or related field and six (6) years of recent professional experience.
- Bachelor’s degree or higher and four (4) years of recent professional experience.
Preferred Qualifications:
- Experience with Washington State government agencies or knowledge of statewide IT policies and WaTech standards.
- Valid IT Data Certifications (DAMA‑DMBOK, CDMP, etc.).
- Valid IT Certifications (ITIL, MCSE, etc.).
- Azure trainings or certifications.
- A complete and detailed online application.
