The Washington Emergency Management Division (EMD) is poised to shape Washington’s future in emergency management. We are seeking a strategic, collaborative, and forward‑thinking Preparedness Section Manager to guide the programs that form the backbone of the state’s readiness posture. This role offers unmatched scope and impact for a qualified emergency manager.
Responsibilities- Lead a high‑performing section of 20 professionals, including five direct‑report supervisors.
- Shape statewide preparedness priorities and align resources, staffing, and strategy with Washington’s evolving risk landscape.
- Mentor and develop staff while fostering a culture of innovation, collaboration, and excellence.
- Oversee statewide planning, training, exercises, and radiological preparedness programs.
- Strengthen coordination among federal, state, tribal, and local partners.
- Serve as a Deputy State Coordinating Officer or Emergency Operations Center Supervisor during statewide emergencies.
- Bachelor’s degree and five years of lead, supervisory, and/or management experience.
- Professional‑level experience in emergency management, financial management (grants, contracting, claims, budgeting), training/education, program/project management or related fields will substitute for the degree on a year‑for‑year basis; a Master’s or Ph.D. substitutes for year of experience.
- Seven years of professional experience, including at least three years in emergency‑management leadership, planning, training, or related areas, may qualify.
- Preferred knowledge of mid‑ and senior‑level management principles; emergency‑management operations and policy; grant and resource allocation; coordination across government levels; and technology/communications relevant to emergency operations.
Annual Salary: $126,500 – $132,300 (Washington Management Service, Band 3). The position includes comprehensive state benefits such as health coverage, retirement plans, professional development opportunities, and flexible work schedules (4/10 or 5/8) with some telework options.
Conditions of Employment- Successful background investigation and security screening required.
- Valid driver’s license (REAL ) and willingness to work on a military‑controlled access installation.
- Work schedule includes a 4/10 or 5/8 option plus core business hours 8:00 a.m. – 4:00 p.m.; occasional statewide travel (up to 5 %) and emergency assignment may be required.
- Telework may be available; in‑person meetings expected.
