District Compliance Manager - Seattle (WMS2)
The Department of Revenue Compliance Division is seeking a proven performer who is dynamic and self‑motivated to lead delinquent account collection strategy, taxpayer service and personnel management. As a member of the Compliance Division leadership team, you will influence others’ enthusiasm to advance the agency and division’s mission, vision and values. You’ll build trust among your colleagues through open communication, professional credibility and leading by example, help grow staff and encourage creativity and resourcefulness in pursuit of process improvement and value‑added service to the public.
Responsibilities- Develop and implement strategies to maximize collection of delinquent accounts.
- Assign account workload to revenue agents.
- Assign and oversee the work of one or more senior revenue agents to handle the most complex, politically sensitive or highest‑dollar accounts, and train lower‑level agents.
- Monitor and review revenue agent collection accounts and provide training, guidance, coaching and technical advice as necessary.
- Serve as the first level of review under WAC 458‑20‑100 of taxpayer appeals of actions taken or proposed to be taken by staff under this position.
- Negotiate, request and obtain settlements (closing agreements) based on taxpayer financial hardship, equity or other reasons.
- Resolve complaints or disputes that arise from actions taken by revenue agents in enforcing tax judgments and revoking business licenses.
- Request and obtain Orders for Execution and Search Warrants to seize and sell taxpayer assets to recover money due.
- Write replies to legislative and other external and internal stakeholder requests for information or assistance in taxpayer disputes or inquiries.
- Demonstrate reliability, diversity, integrity and accountability to meet the demands of the workplace.
- Initiate corrective action to improve employee performance or behavior.
- Manage facility issues and key inventory on behalf of all divisions of the agency located in the Seattle office.
- Maintain continuity of operations plans and safety and security plans for the Seattle office.
- Develop, implement and administer procedures and policies for daily cash accounting and transmitting of all tax and business registration payments received in the Seattle office, to comply with agency Internal Audit, State Auditor, State Treasurer and Office of Financial Management guidelines.
- Plan, organize, lead and control the daily receipting, accounting and transmittal of all funds received in the Seattle office.
This position requires three to four days in‑office per week or as needed to ensure oversight of the Seattle Compliance team.

Requires a Working Knowledge Of:
